The author looks at how the union of Tanganyika and Zanzibar was formed to create the new nation of Tanzania. He contends that Anglo-American geopolitical interests in the context of the Cold War were not the driving force behind the merger but the initiatives taken by the leaders of Tanganyika and Zanzibar to unite their countries. He also states that the leaders who played the biggest role in forming the union were President Julius Nyerere of Tanganyika, Tanganyika's minister of foreign affairs, Oscar Kambona; President Abeid Karume of Zanzibar, and Zanzibar's vice president Abdallah Kassim Hanga - but especially Nyerere and Kambona because of the decisions they made and implemented to lay the foundation and facilitate the merger. He cites various sources to document his study. The work is a counter-thesis to the argument that the leaders of the United States and Britain, including their diplomats in the two East African countries, conceived and facilitated formation of the union to protect Western interests in the region. It is argued that they did so in order to neutralise communist influence in Zanzibar because the island nation was in danger of becoming a communist satellite controlled by the Soviets or the Chinese if it came under the leadership of Zanzibar's minister of foreign affairs, Abdulrahman Mohamed Babu, who was considered to be pro-Chinese, or Kassim Hanga who was considered to be pro-Soviet. That would have provided a base for the Soviets or the Chinese and their allies to spread communism and undermine Western interests in the region and in Africa as a whole if indeed, as it was feared by the West, Zanzibar became "the Cuba of Africa." The author also looks at the challenges the union faced when it was being formed and the other challenges it has faced and continues to face since then. The work is an updated version of the author's previous books on the formation of Tanzania, the first and only union of independent states ever formed on the continent since the end of colonial rule.

This work focuses on the early years of independence and the problems African countries faced soon after the end of colonial rule. Many of those problems still exist today. The dawn of freedom provided opportunities and challenges for the young African nations as they tried to modernize and consolidate their independence in a world dominated by major powers and contending ideologies. One of these was the desire by the major powers to turn African countries into client states as the two ideological camps, East and West, competed for world domination. As Julius Nyerere warned, "We are not going to allow our friends to choose our enemies for us." One of the most contentious grounds for this hegemonic control was, of course, the Congo, right in the middle of the continent. It became the bleeding heart of Africa as the country was turned into a combat theatre mainly between the surrogate forces of the West and the Congolese nationalist forces supported by a number of African countries and by the Soviet Union and the People's Republic of China. The Congo imbroglio since the turbulent sixties mainly as a result of foreign intrigue and intervention is one of the most important subjects addressed in this book. And it raises serious questions that have profound implications even today for a continent mired in conflict; this time ignited by the Africans themselves in many - but not in all - cases. Yet, prospects for the world's poorest and most embattled continent are not bleak if Africans seek their own solutions to their own problems in this post-Cold War era of globalization dominated by the industrialized nations. The book includes many photos from the early sixties, the dawn of a new era when Africancountries won independence, which Oginga Odinga described as "Not Yet Uhuru."

The history of Tanganyika from the Maji Maji rebellion of 1905 (the greatest African rebellion against early European rule) to the last years of German administration. It examines a colonial situation in depth, ranging from the processes of change in African societies to the decisions of policy-makers in Berlin. In the aftermath of rebellion an imaginative Governor, Freiherr von rechenberg, initiated a programme of African cash-crop agriculture. This programme was reversed by a settler community which successfully manipulated the German political system. Meanwhile, after their defeat in armed rebellion, Africans sought power through educational and economic advancement. Tanganyika in 1912 was poised for that struggle for control between European settler and educated African which has been a fundamental theme of the modern history of East and Central Africa. Dr Illiffe's book is one of the few available studies of German colonial administration. He has drawn on a wide range of sources, both in East Africa and Germany.
