This book uses empirical evidence from various case studies to examine the relationship between territorial and regional autonomy, the nation-state and ethnic conflict resolution in South and South-East Asia. The concept of territorial or regional autonomy holds centre stage in the literature on ethnic conflict settlement because it is supposed to be able to reconcile two paradoxical objectives: the preservation of the territorial integrity and sovereignty of the state, and the satisfaction of ethnic minorities’ right to national self-determination. Critics argue, however, that autonomy may not be the panacea for ethnic conflict in all cases. The contributing authors begin with the concept of territorial or regional autonomy and subject it to a rigorous empirical analysis, which provides reliable evidence regarding the suitability of the autonomy solution to intractable ethnic conflicts. Drawing upon case studies from Kashmir, Assam, Sri Lanka, Aceh, Mindanao and Southern Thailand, this edited volume argues that autonomy arrangements may at best work to resolve only a handful of separatist ethnic conflicts in South and South-East Asia. This study addresses the competing histories of Thailand and Patani beginning in the fourteenth century up to the mid-twentieth century. It provides an explanation of the causes of ongoing political conflict between the Malay Muslims in the three southernmost provinces of Thailand and the Thai government, against which "separatist" movements fought in the 1960s. Even though January 2004 marked the beginning of the current violence that now plagues Thailand's south, most people in and outside the area still believe that the nature of such conflict is internal and could be resolved peacefully. The major contention in the competing histories of Siam and Patani revolves around national policies that resulted in discrimination and destruction of the Muslim's cultural identity and rights. In the early twentieth century under the rule of King Chulalongkorn, which was characterized by centralization and cultural suppression, Patani was reduced to a mere province. Further forced assimilation occurred under the Phibun government in the 1940s, at which time Islamic practices and the use of the Yawi language were curbed. The sources of political conflict—including the political status of Patani, ethnic identity, Bangkok politics, and bureaucratic misconduct in the south—have historical roots. Understanding and appreciation of each other's culture and ethno-religious identities could lead to positive political will on both sides for peaceful resolution of the conflict.

In Rhetorics of Insecurity, Zeynep Gambetti and Marcial Godoy-Anativia bring together a select group of scholars to investigate the societal ramifications of the present-day concern with security in diverse contexts and geographies. The essays claim that discourses and practices of security actually breed insecurity, rather than merely being responses to the latter. By relating the binary of security/insecurity to the binary of neoliberalism/neoconservatism, the contributors to this volume reveal the tensions inherent in the proliferation of individualism and the concurrent deployment of techniques of societal regulation around the globe. Chapters explore the phenomena of indistinction, reversal of terms, ambiguity, and confusion in security discourses. In recent years, a steady stream of reportage and commentary has spotlighted a dangerous "Islamist threat" in Southeast Asia. This study, by contrast, offers a very different account. In descriptive terms, this study suggests that such an alarmist picture is highly overdrawn, and it traces instead a pattern of marked decline, demobilization, and disentanglement from state power in recent years for Islamist forces in Southeast Asia. This trend is evident both in the disappointments experienced in recent years by previously ascendant Islamist forces in Indonesia and Malaysia, and in the diminished position of Muslim power brokers in southern Thailand and the Philippines after more than a decade of cooperation with non-Muslim politicians in Manila and Bangkok. In explanatory terms, moreover, this study shows the significance of social and political context. A fuller appreciation of aggression by anti-Islamists and non-Muslims, and of the insecurity, weakness, and fractiousness of Islamist forces themselves, helps to explain the nature, extent, and limitations of Islamist violence, aggression, and assertiveness. This overarching alternative framework not only provides a very different explanation for the "Islamist threat" in Southeast Asia, but also suggests very different policy implications from those offered by specialists on terrorism working on the region.
