This book demands that we question what we are told about security, using tools we have had for thousands of years. The work considers the history of security rhetoric in a number of distinct but related contexts, including the United States’ security strategy, the "war" on Big Tech, and current concerns such as cybersecurity. Focusing on the language of security discourse, it draws common threads from the ancient world to the present day and the near future. The book grounds recent comparisons of Donald Trump to the Emperor Nero in a linguistic evidence base. It examines the potential impact on society of policy-makers’ emphasis on the novelty of cybercrime, their likening of the internet to the Wild West, and their claims that criminals have "gone dark". It questions governments’ descriptions of technology companies in words normally reserved for terrorists, and asks who might benefit. Interdisciplinary in approach, the book builds on existing literature in the Humanities and Social Sciences, most notably studies on rhetoric in Greco-Roman texts, and on the articulation of security concerns in law, international relations, and public policy contexts. It adds value to this body of research by offering new points of comparison, and a fresh but tried and tested way of looking at problems that are often presented as unprecedented. In Rhetorics of Insecurity, Zeynep Gambetti and Marcial Godoy-Anativia bring together a select group of scholars to investigate the societal ramifications of the present-day concern with security in diverse contexts and geographies. The essays claim that discourses and practices of security actually breed insecurity, rather than merely being responses to the latter. By relating the binary of security/insecurity to the binary of neoliberalism/neoconservatism, the contributors to this volume reveal the tensions inherent in the proliferation of individualism and the concurrent deployment of techniques of societal regulation around the globe. Chapters explore the phenomena of indistinction, reversal of terms, ambiguity, and confusion in security discourses. Scholars of diverse backgrounds interpret the paradoxical simultaneity of the suspension and enforcement of the law through a variety of theoretical and ethnographic approaches, and they explore the formation and transformation of forms of belonging and exclusion. Ultimately, the volume as a whole aims to understand one crucial question: whether securitized neoliberalism effectively spells the end of political liberalism as we know it today. Zeynep Gambetti is Associate Professor of Political Theory at Bogazici University, Istanbul. Marcial Godoy-Anativia is Associate Director of the Hemispheric Institute of Performance and Politics at New York University, where he serves as coeditor of its online journal e-misférica.

Why economic insecurity spurs so little collective political action Americans today face no shortage of threats to their financial well-being, such as job and retirement insecurity, health care costs, and spiraling college tuition. While one might expect that these concerns would motivate people to become more politically engaged on the issues, this often doesn't happen, and the resulting inaction carries consequences for political debates and public policy. Moving beyond previously studied barriers to political organization, American Insecurity sheds light on the public's inaction over economic insecurities by showing that the rhetoric surrounding these issues is actually self-undermining. By their nature, the very arguments intended to mobilize individuals—asking them to devote money or time to politics—remind citizens of their economic fears and personal constraints, leading to undermobilization and nonparticipation. Adam Seth Levine explains why the set of people who become politically active on financial insecurity issues is therefore quite narrow. When money is needed, only those who care about the issues but are not personally affected become involved. When time is needed, participation is limited to those not personally affected or those who are personally affected but outside of the labor force with time to spare. The latter explains why it is relatively easy to mobilize retirees on topics that reflect personal financial concerns, such as Social Security and Medicare. In general, however, when political representation requires a large group to make their case, economic insecurity threats are uniquely disadvantaged. Scrutinizing the foundations of political behavior, American Insecurity offers a new perspective on collective participation.

This book proposes a unified approach to populism that sees it as a primarily rhetorical concept. Populism is on the rise worldwide with both populist leaders and movements gaining power, and the term “populism” resounds in political debate, journalism, and scholarship. Populism as a phenomenon seems to instantiate perennial issues besetting rhetoric (e.g., the charges of manipulation, exclusive reliance on opinion over knowledge, and abuse of emotional appeals), yet relatively little research on populism has emerged from the discipline of rhetoric. This volume investigates the theory and practice of populism under the heading of rhetoric but as an interdisciplinary effort involving scholars in rhetoric as well as neighbouring disciplines such as political science and sociology. Seven case studies covering Germany, Greece, Hungary, Italy, UK, USA, and Venezuela offer conceptual discussions as well as close analyses applying both historical and theoretical approaches. In the introduction, the editors outline the problem of populism and their project, presenting the book’s wide-spanning case-based explorations. In an afterword they seek to distil a “minimal” rhetorical definition of populism. The claim or pretense to speak for “the people” emerges as the feature that connects the highly diverse instances studied in the book—and populisms in general, the editors hypothesize. They argue that this prevalent rhetorical move, often glossed over as unremarkable and banal, is in principle more debatable and deserving of more vigilant scrutiny than usually assumed.

It has implications for both the empowerment and subjugation of any given populace. Both real and imagined, the border separates a zone of physical and symbolic exchange whose geographical, political, economic, and cultural interactions bear profoundly on popular understandings and experiences of citizenship and identity. The border’s rhetorical significance is nowhere more apparent, nor its effects more concentrated, than on the frontier between the United States and Mexico. Often understood as an unruly boundary in dire need of containment from the ravages of criminals, illegal aliens, and other undesirable threats to the national body, this geopolitical locus exemplifies how normative constructions of “proper”; border relations reinforce definitions of US citizenship, which in turn can lead to anxiety, unrest, and violence centered around the struggle to define what it means to be a member of a national political community.

Guns hold a complex place in American culture. Over 30,000 Americans die each year from gun violence, and guns are intimately connected to issues of public health, as is evident whenever a mass shooting occurs. But guns also play an important role in many Americans’ lives that is not reducible to violence and death—as tools, sporting equipment, and identity markers. They are also central to debates about constitutional rights, as seen in ongoing discussions about the Second Amendment, and they are a continuous source of legislative concern, as apparent in annual ratings of gun-supporting legislators. Even as guns are wrapped up with other crucial areas of concern, they are also fundamentally a rhetorical concern. Guns and gun violence occupy a unique rhetorical space in the United States, one characterized by silent majorities, like most gun owners; vocal minorities, like the firearm industry and gun lobby; and a stalemate that fails to stem the flood of the dead. How Americans talk, deliberate, and fight about guns is vital to how guns are marketed, used, and regulated. A better understanding of the rhetorics of guns and gun violence can help Americans make better arguments about them in the world. However, where guns are concerned, rhetorical studies is not terribly different from American culture more generally. Guns are ever-present and exercise powerful effects, but they are commonly talked about in oblique, unsystematic ways. Rhetoric and Guns advances more direct, systematic engagement in the field and beyond by analyzing rhetoric about guns, guns in rhetoric, and guns as rhetoric, particularly as they relate to specific instances of guns in culture. The authors attempt to understand rhetoric’s relationship to guns by analyzing rhetoric about guns and how they function in and as rhetoric related to specific instances—in media coverage, political speech, marketing, and advertising.
