This book demands that we question what we are told about security, using tools we have had for thousands of years. The work considers the history of security rhetoric in a number of distinct but related contexts, including the United States’ security strategy, the "war" on Big Tech, and current concerns such as cybersecurity. Focusing on the language of security discourse, it draws common threads from the ancient world to the present day and the near future. The book grounds recent comparisons of Donald Trump to the Emperor Nero in a linguistic evidence base. It examines the potential impact on society of policy-makers’ emphasis on the novelty of cybercrime, their likening of the internet to the Wild West, and their claims that criminals have "gone dark". It questions governments’ descriptions of technology companies in words normally reserved for terrorists, and asks who might benefit. Interdisciplinary in approach, the book builds on existing literature in the Humanities and Social Sciences, most notably studies on rhetoric in Greco-Roman texts, and on the articulation of security concerns in law, international relations, and public policy contexts. It adds value to this body of research by offering new points of comparison, and a fresh but tried and tested way of looking at problems that are often presented as unprecedented. In Rhetorics of Insecurity, Zeynep Gambetti and Marcial Godoy-Anativia bring together a select group of scholars to investigate the societal ramifications of the present-day concern with security in diverse contexts and geographies. The essays claim that discourses and practices of security actually breed insecurity, rather than merely being responses to the latter. By relating the binary of security/insecurity to the binary of neoliberalism/neoconservatism, the contributors to this volume reveal the tensions inherent in the proliferation of individualism and the concurrent deployment of techniques of societal regulation around the globe. Chapters explore the phenomena of indistinction, reversal of terms, ambiguity, and confusion in security discourses. Why economic insecurity spurs so little collective political action Americans today face no shortage of threats to their financial well-being, such as job and retirement insecurity, health care costs, and spiraling college tuition. While one might expect that these concerns would motivate people to become more politically engaged on the issues, this often doesn't happen, and the resulting inaction carries consequences for political debates and public policy. Moving beyond previously studied barriers to political organization, American Insecurity sheds light on the public's inaction over economic insecurities by showing that the rhetoric surrounding these issues is actually self-undermining. By their nature, the very arguments intended to mobilize individuals—asking them to devote money or time to politics—remind citizens of their economic fears and personal constraints, leading to undermobilization and nonparticipation. Adam Seth Levine explains why the set of people who become politically active on financial insecurity issues is therefore quite narrow. When money is needed, only those who care about the issues but are not personally affected become involved. When time is needed, participation is limited to those not personally affected or those who are personally affected but outside of the labor force with time to spare. The latter explains why it is relatively easy to mobilize retirees on topics that reflect personal financial concerns, such as Social Security and Medicare. In general, however, when political representation requires a large group to make their case, economic insecurity threats are uniquely disadvantaged. Scrutinizing the foundations of political behavior, American Insecurity offers a new perspective on collective participation.

"A president unlike any other, Franklin D. Roosevelt's legacy in foreign affairs has been contested since the second he left office. Although few scholars assert that FDR's actions directly led to the Cold War, many note that his presidency bears an ambiguous relationship to the superpower rivalry that followed him. In Something to Fear, the authors show that Roosevelt's rhetoric, vision, and policies promoted a broadly defined sense of American security over a 33-year time span, ultimately helping elevate security to a primary value in U.S. political discourse by the end of his presidency. In doing so, however, they argue that he also heightened the prominence of insecurity in American public life, mediating the United States' transition to superpower status in a way that also elevated fear in debates over foreign affairs. To demonstrate these contrarian claims, they examine a series of thematic snapshots encompassing FDR's entire political career. They capture the progression of his security rhetoric from his first campaign for New York State Senator to his defeat of the anti-interventionist movement and instantiation of a new way of talking about the United States' role in the world during World War II. Roosevelt's presidency precipitated a complex shift in U.S. foreign policy that defies any straightforward account organized along a linear isolationist-to-interventionist trajectory. This study investigates the uncertainties and contradictions embedded in FDR's presidential rhetoric, which drew from realist, racial, progressive, nostalgic, apocalyptic, liberal internationalist, and American exceptionalist discourses with little consideration for the possible inconsistencies this paradoxical brew might contain. Guns hold a complex place in American culture. Over 30,000 Americans die each year from gun violence, and guns are intimately connected to issues of public health, as is evident whenever a mass shooting occurs. But guns also play an important role in many Americans’ lives that is not reducible to violence and death—as tools, sporting equipment, and identity markers. They are also central to debates about constitutional rights, as seen in ongoing discussions about the Second Amendment, and they are a continuous source of legislative concern, as apparent in annual ratings of gun-supporting legislators. Even as guns are wrapped up with other crucial areas of concern, they are also fundamentally a rhetorical concern. Guns and gun violence occupy a unique rhetorical space in the United States, one characterized by silent majorities, like most gun owners; vocal minorities, like the firearm industry and gun lobby; and a stalemate that fails to stem the flood of the dead. How Americans talk, deliberate, and fight about guns is vital to how guns are marketed, used, and regulated. A better understanding of the rhetorics of guns and gun violence can help Americans make better arguments about them in the world. However, where guns are concerned, rhetorical studies is not terribly different from American culture more generally. Guns are ever-present and exercise powerful effects, but they are commonly talked about in oblique, unsystematic ways. Rhetoric and Guns advances more direct, systematic engagement in the field and beyond by analyzing rhetoric about guns, guns in rhetoric, and guns as rhetoric, particularly as they relate to specific instances of guns in culture. Accumulating Insecurity examines the relationship between two vitally important contemporary phenomena: a fixation on security that justifies global military engagements and the militarization of civilian life, and the dramatic increase in day-to-day insecurity associated with contemporary crises in health care, housing, incarceration, personal debt, and unemployment. Contributors to the volume explore how violence is used to maintain conditions for accumulating capital. Across world regions violence is manifested in the increasingly strained, often terrifying, circumstances in which people struggle to socially reproduce themselves. Security is often sought through armaments and containment, which can lead to the impoverishment rather than the nourishment of laboring bodies. Under increasingly precarious conditions, governments oversee the movements of people, rather than scrutinize and regulate the highly volatile movements of capital. They often do so through practices that condone dispossession in the name of economic and political security.

At the intersection of the warmth of hearth and home and the dangers of the street lies the tenuous position of women engaged in reproductive labour, those involved in the sex trade and those in domestic positions. These are women who are vulnerable, exploited, and whose dirty work allows for the reproduction of traditional social mores and roles. Yet while they are used to sustain tradition, dialectically they reflect the hyperconnections of globalization through the migration of women, the development of placement 'agencies' that often are little but fronts for transnational crime; and the transfer of money from the developed countries to the oppressed world. This book focuses on the interaction of the global and the local through a close investigation of the political economy of desire and reproduction in three states that blur the line between developed and developing: Greece; Turkey; and Cyprus. These are countries at the crossroads, in flux, whose peripheral siting at the centre of global capitalism provides unusual insight into the dark recesses of patriarchy, paternalism and exploitation.
