The act of violence of 9/11 changed the global security agenda, catapulting terrorism to the top of the agenda. Weapons of mass destruction grabbed public interest and controlling the free movement of people became a national security priority. In this volume, Jef Huysmans critically engages with theoretical developments in international relations and security studies to develop a conceptual framework for studying security. He argues that security policies and responses do not appear out of the blue, but are part of a continuous and gradual process, pre-structured by previous developments. He examines this process of securitization and explores how an issue, on the basis of the distribution and administration of fear, becomes a security policy. In America and the Politics of Insecurity, Andrew Rojecki assesses the response of citizens and politicians to a series of crises that confronted the United States during the first decade of the twenty-first century. This period brought Americans face to face with extraordinarily difficult problems that were compounded by their origin in seemingly uncontrollable global forces. Rojecki establishes a theoretical framework for understanding how these new uncertainties contribute to increasingly polarized political discourse. Analyzing three domains of American insecurity—economic, environmental, and existential—Rojecki examines responses to the Great Recession by groups like the Tea Party and Occupy Wall Street; considers why the growing demand for fossil fuels makes people disregard global warming; and explores the desire for security measures that restrict personal freedom in the age of terrorism. Ultimately, he explains why the right has thus far held an edge over the left in the politics of insecurity. Rojecki concludes that in order to address these broad-scale political problems, we must reframe domestic issues as reactions to undiagnosed global conditions. This book provides a framework for analysing the interplay between securitisation and foreign affairs, reconnecting critical security studies with traditional IR concerns about interstate relations. What happens to foreign policymaking when actors, things or processes are presented as threats? This book explains state behaviour on the basis of a reflexive framework of insecurity politics, and argues that governments act on the knowledge of international danger available in their societies, but that such knowledge is organised by markedly varying ideas of who threatens whom and how. The book develops this argument and illustrates it by means of various European case studies. Moving across European history and space, these case studies show how securitisation has projected evolving and often contested local ideas of the organisation of international insecurity, and how such knowledges of world politics have then conditioned foreign policymaking on their own terms. With its focus on insecurity politics, the book provides new perspectives for the study of international security. Moving the discipline from systemic theorising to a theory of international systematisation, it shows how world politics is, in practice, often conceived in a different way than that assumed by IR theory. By the same token, by depicting national insecurity as a matter of political construction, the book also raises the challenging question of whether certain projections of insecurity may be considered more warranted than others. This book will be of much interest to students of critical security studies, European politics, foreign policy and IR, in general.

The Cold War dominated world affairs during the half century following World War II. It ended in victory for the United States, yet it was a costly triumph, claiming trillions of dollars in defense spending and the lives of nearly 100,000 U.S. soldiers. Apocalyptic anti-communism sharply limited the range of acceptable political debate, while American actions overseas led to the death of millions of innocent civilians and destabilized dozens of nations that posed no threat to the United States. In a brilliant new interpretation, Campbell Craig and Fredrik Logevall reexamine the successes and failures of America’s Cold War. The United States dealt effectively with the threats of Soviet predominance in Europe and of nuclear war in the early years of the conflict. But in engineering this policy, American leaders successfully paved the way for domestic actors and institutions with a vested interest in the struggle’s continuation. Why economic insecurity spurs so little collective political action Americans today face no shortage of threats to their financial well-being, such as job and retirement insecurity, health care costs, and spiraling college tuition. While one might expect that these concerns would motivate people to become more politically engaged on the issues, this often doesn't happen, and the resulting inaction carries consequences for political debates and public policy. Moving beyond previously studied barriers to political organization, American Insecurity sheds light on the public's inaction over economic insecurities by showing that the rhetoric surrounding these issues is actually self-undermining. By their nature, the very arguments intended to mobilize individuals—asking them to devote money or time to politics—remind citizens of their economic fears and personal constraints, leading to undermobilization and nonparticipation. Adam Seth Levine explains why the set of people who become politically active on financial insecurity issues is therefore quite narrow. When money is needed, only those who care about the issues but are not personally affected become involved. When time is needed, participation is limited to those not personally affected or those who are personally affected but outside of the labor force with time to spare. The latter explains why it is relatively easy to mobilize retirees on topics that reflect personal financial concerns, such as Social Security and Medicare. In general, however, when political representation requires a large group to make their case, economic insecurity threats are uniquely disadvantaged. Scrutinizing the foundations of political behavior, American Insecurity offers a new perspective on collective participation.
