Drawing on thousands of historical documents from Polish and Dutch archives, this book explores Cold War cultural exchange between so-called ‘smaller powers’ of this global conflict, which thus far has been predominately explored from the perspective of the two superpowers or more pivotal countries. By looking at how cultural, artistic and scholarly relations were developed between Poland and the Netherlands, Michał Wenderski sheds new light on the history of the Cultural Cold War that was not always orchestrated solely by its main players. Less pivotal states – for example, Poland and the Netherlands – likewise intentionally created their international cultural policies and shaped their cultural exchange with countries from the other side of the Iron Curtain. This study reconstructs these policies and identifies the varying factors that influenced them – both official and less formal. This book explores the Artistic Records Committee (ARC) of the Imperial War Museum (IWM) as a bureaucratic mechanism that enabled the deployment of art as an instrument of war. The ARC was established in 1972 to commission artistic records of activities involving the British Armed Forces (BAF) deployed in the North of Ireland as part of Operation Banner. Through a close reading of artworks, archival research, and interviews with artists, former IWM staff, and a former British Army psychological operations (PSYOPs) expert, this book shows that the ARC was implicated in the ‘propaganda war’ that the British Government waged to counteract negative public perceptions of British military presence and activity in the North of Ireland after ‘Bloody Sunday,’ and later during Britain’s 1982 campaign to recapture the Falklands/Malvinas from Argentina (Operation Corporate). The two case studies are painter Ken Howard’s ARC commissions to record Operation Banner in 1973 and 1978 and illustrator Linda Kitson’s ARC commission to record the ‘Falklands Campaign’ in 1982. At a time when emergent conceptual and non-object-based art practices were increasingly concerned with exposure, concealment, and photographic evidence, the book demonstrates the potential operational significance of creating pictorial records and utilising art as a tool of warfare. This volume will be of interest to researchers and scholars of art history, museum studies, art and politics, and military and intelligence studies, as well as those studying the recent history of the North of Ireland and the Falklands/Malvinas war.

This study offers a radically new perspective on Dutch Neorealism, one that emphasizes the role of film as an apparatus, the effects of which, when emulated in painting, can reproduce the affective experience of film-watching. More of a tendency than a tightly defined style or "ism," Neorealism is the Dutch variant of Magic Realism, an uncanny mode of figurative painting identified with Neue Sachlichkeit in Germany and Novecento in Italy. Best represented by the Dutch artists Pyke Koch, Carel Willink, Charley Toorop, Raoul Hynckes, Dick Ket, and Wim Schuhmacher, Neorealism—as demonstrated in this book—depicted societal disintegration and allegories of looming disaster in reaction to the rise of totalitarian regimes and, eventually, the Nazi Occupation of The Netherlands. The degree to which these artists exhibited either revolutionary or reactionary sentiments—usually corresponding with their political affiliation—is one of the central problematics explored in this text. Through developing an ethical-methodological approach of ‘radical care', this book explores how critical artistic practice might contribute to the materialisation of more equal, more collectively fulfilling, possibilities of being.
