(2) pembangunan haruslah sebagai perluasan kebebasan dengan menerapkan hak-hak dasar manusia serta peningkatan kapabilitas manusia (human development). Meski Sen dikenal sebagai pemikir ulung teori ekonomi kesejahteraan, tapi pemikirannya tentang kesejahteraan dan ekonomi sangat berbeda dengan konsep ekonomi kesejahteraan sebelumnya. Berbeda dengan ekonomi modern yang menurutnya sangat egois, yaitu ekonomi yang penerapannya bertujuan untuk memenuhi kepentingan (self interest) pribadi saja. Ia mengatakan, ekonomi modern hanya menekankan masalah peningkatan pendapatan dan pertumbuhan ekonomi, padahal pembangunan ekonomi harus diarahkan pada pemban-gunan manusia secara keseluruhan. Pembangunan yang bukan saja memikirkan kesejahteraan, tapi juga kebebasan.
