Tim melakukan serangkaian proses dari expert meeting untuk pembobotan hingga uji coba lapangan di beberapa wilayah untuk menyempurnakan alat ukur ini menjadi suatu instrumen indeks yang bisa diterapkan di beberapa wilayah. Buku ini menggambarkan bagaimana penyusunan model instrumen indeks dan hasil uji coba instrumen indeks tersebut di Kabupaten Banyuwangi (Jawa Timur), Kabupaten Klungkung (Bali), dan Kabupaten Boalemo (Gorontalo).
