Pathé DIAGNE est un littéraire et un économiste de formation. Auteur de nombreux ouvrages et travaux scientifiques, il a publié à Présence Africaine, en 1967, un livre sur le Pouvoir politique traditionnel en Afrique occidentale. En 1971, il fait paraître aux mêmes éditions un autre ouvrage sur le Wolof Moderne. Ses recherches sur les langues et les civilisations africaines remontent à 1959. Elles font aujourd'hui l'objet de nombreuses publications. Toute économie qui se construit pose un problème à ses fins et moyens. Contre les hégémonies politiques, économiques et idéologiques, qui profilent leur domination, derrière les systèmes de capitalismes nationaux, le Tiers-monde est contraint sous peine d'être assujetti, de se structurer à l'image de la Chine, en champs de forces, en espaces d'équilibre. La construction de nations libres et développées est à ce prix. Ce livre axé sur l'Ouest Africain est un effort de réflexion en ce sens et dans ce contexte. Il pose la problématique de l'effort de libération et de construction d'un espace politique et économique, qui puisse donner forme à une société démocratique et techniquement avancée. Dix ans d'indépendance formelle et de division ont fait la preuve, si besoin était, de l'impuissance des micro-Nations ouest-africaines. Elles sont incapables de se mettre à l'abri des tentatives de recolonisation. Elles sont inaptes, en dépit de leur potentiel, à édifier des réalités conséquentes qui participent, au même titre que l'U.R.S.S., les États-Unis, l'Europe occidentale ou la Chine à l'équilibre du monde. Elles se condamnent à l'impuissance dans la défense et la préservation de leurs propres libertés, dans la définition de société et d'outils économiques modernes. L'ouvrage de P. Diagne est une réflexion qui veut porter sur l'action. En ce sens, il dresse un diagnostic avant d'être une ouverture sur l'avenir ouest-africain. Il décèle les mécanismes de domination du système économique impérial, mis en place et contrôlé, par les métropoles conquérantes de l'Europe industrielle. Ces mécanismes sont essentiels à comprendre. L'auteur analyse le processus de recolonisation qui caractérise la décennie dite des indépendances. Mais cet ouvrage reste surtout une approche du problème de l'intégration économique comme projet d'édification d'une civilisation qui serve les intérêts et la vision du monde des peuples ouest-africains, qui les légitime, dans leurs droits de participer à l'équilibre du monde.
