At the turn of the twentieth century, many Russians clung to the traditional belief that "poverty is not a vice" and that personal acts of generosity toward the poor, including beggars, earn spiritual salvation. Here Adele Lindenmeyr explores how this thinking--and opposition to it--shaped the development of private charity and public welfare in Russia from the eighteenth century to World War I. In recovering a long-forgotten aspect of Russian history, Lindenmeyr offers new insights into major issues debated by historians today: the development of a viable civil society in an autocratic state, the efficacy of central and local government, and Russians' complex reaction to Western ideas. Her book also provides fascinating background to the new flourishing of private charity in post-communist Russia. The first challenges to the ethos of personal charity came from Peter the Great. Influenced by the Western notion that poverty was a vice, he attempted a systematic approach to its eradication. Lindenmeyr traces the course of poor relief from the establishment of the first state welfare institutions to the post-emancipation devolution of responsibility for the needy to local authorities. At the same time, however, almsgiving still thrived, especially among the peasant estate, where personal acts of charity were preferred to a poor tax. Finally, the author shows how hundreds of privately founded charitable societies and institutions also emerged, reflecting educated society's increasing awareness of poverty as a social problem and contributing significantly to the public sphere.

Originally published in 1976. This book is a study of the charitable institutions of one French town, Aix-en-Provence. It begins with their foundation during the Counter-Reformation and ends with their dissolution during the Revolution. It details the impulses behind their foundation and describes how they were financed and administered. It also explores the lives of the people they helped. The study is based primarily on surviving records of the charities. These are the same sort of records that charitable institutions today accumulate: entrance registers, minutes of board meetings, account books, and fund-raising pamphlets. Records of the local and central government and court records were also consulted. One purpose of this study is to bring readers closer to the reality of the problem of poverty in Old Regime France. Another purpose is to historicize contemporary perceptions of poverty in the minds of French historical actors. Chapter 1 outlines the social and economic makeup of Aix-en-Provence. Chapter 2 deals with the attitudes and assumptions behind the foundation of the charities. Chapter 3 describes how the institutions were administered and financed, and the many important roles they played in the community at large. Chapter 4 describes the types of assistance available to the poor and the types of people who received it. Chapter 5 discusses the most important alternatives to charity for the needy—beggary and crime. After 1760, the traditional charities entered a period of decline. Both the economic and social realities of poverty, and popular perceptions of those realities, changed drastically after 1760. Flooded by increasing numbers of the poor, paralyzed financially because of declining donations and general mismanagement, repudiated by public opinion, and subject to increasing control by the state, the charities were ineffective and indeed almost moribund after 1760. Chapters 6 and 7 detail these developments.

This book conceptualises the role of charity to people who are poor in wealthy countries and outlines a set of practical and conceptual ideas for how it could be reimagined. Despite professionalised welfare states and strong economies, in many advanced industrialised nations, charity continues to play a major role in the lives of people who are poor. Extending what we know about how neoliberalism drives a decayed welfare state that outsources welfare provisioning to charities and community initiatives, this book asks how can we understand and conceptualise society’s willingness to engage in charitable acts towards the poor, and how can charity be reimagined to contribute to justice in an unjust society? Through interrogating multiple data sources, including government datasets, survey datasets, media analyses, and ethnographic data, this book shows that charity is not well-suited to addressing the material dimension of poverty. It argues the need for a revised model of charity with the capacity to contribute to social solidarity that bridges social divisions and is inclusive of the poor. Presenting a model for reimaging charity which enables reciprocity and active contributions from recipients and providers, this book shows how power imbalances flowing from the unidirectional provision of charity can be reduced, allowing opportunities for reciprocal care that foster both well-being and solidarity. This book will be of interest to all scholars and students of social policy, public policy, social welfare, sociology, and social work.

The essays in this collection, first published over a thirty-year period, attempt to show how Roman Catholic communities in early modern Europe (particularly the great cities of Italy, and Venice above all) treated poor people and organized poor relief. Some essays discuss the principal groupings of poor, from the genteel, 'shamefaced' poor to orphans and foundlings, and from working folk to idle rogues. Others examine the motives and functions of the principal types of organization that dealt with poor people, either incidentally or as their main concern: religious brotherhoods, hospitals, conservatories, public loan banks, houses for the conversion of Jews and Muslims to Christianity. One main argument is that, although Catholics and Protestants shared a dislike and fear of vagrancy and reacted in similar ways to economic crises, Catholic charity was in many respects quite different from Protestant. In the rabbinic literature from the land of Israel the poor are depicted not as passive recipients of gifts and support, but as independent agents who are responsible for their own behaviour. Communal care for the needy was expected to go beyond their basic needs for food, clothing and shelter; the physical safety of the poor and the value of their time as well as their dignity and self-worth were also included in the scope of charity. In this monograph, Yael Wilfand offers a comprehensive and contextual analysis of major rabbinic texts on poverty and charity composed during the first five centuries of the Common Era in the land of Israel, principally the Mishnah, the Tosefta, the Palestinian Talmud and midrashim. She shows that, for the rabbis, the poor were not necessarily considered outsiders; indeed, some students and rabbis in Palestine may have personally experienced poverty. Wilfand claims that such socio-economic diversity contributed to the thinking of these rabbis, who rarely saw poverty as a result of transgression (in contrast to the Babylonian Talmud). This book presents a number of contrasting viewpoints held by Palestinian rabbis over such questions as: Must communal administrators ensure applicants' eligibility for alms? Should the newly indigent from wealthy families receive exceptional levels of support? Might neighbouring gentiles qualify for economic assistance from Jewish communal sources? By examining Palestinian rabbinic sources within the contexts both of the hegemonic Greco-Roman (later, Christian) milieu and of the biblical heritage, this volume offers an absorbing account of some ancient approaches to timeless social challenges.
