This book started with an objective to understand the impact of high inflation on poverty and food security in Southeast Asia. However, the global economy moved quickly into recession in 2008. Anticipating that the impact of global recession would be more severe than that of high inflation in Southeast Asia, we re-focused the title of the book to Poverty, Food, and Global Recession in Southeast Asia. By early 2010, people were already optimistic that the global recession was over or would be over soon. However, the evidence was mounting that the poor had suffered and were still suffering from the current global crisis, even if the richer individuals may have recovered. Therefore, an important question arises, Is the crisis really over for the poor? This then became the sub-title of this book. This book aims to contribute a better understanding on poverty and food security in Southeast Asia during the recent global recession considering both recent developments and the previous major crisis of 1997-98.

This publication presents a comprehensive discussion on the impact of the global financial crisis (2008–2009) on certain Asian economies at different levels of analysis---showcasing cross-country regression, computable general equilibrium modeling, and microeconometric modeling for Bangladesh, Indonesia, Pakistan, the Philippines, and Viet Nam. Using different measures of remittances, cross-country regression analyses suggest that a 10% increase in remittances leads to a 3%–4% rise in real gross domestic product per capita. At the same time, the analyses show that remittances exert a negative impact on aggregate poverty. Moreover, these money transfers from abroad exert important impacts on the macroeconomy that include improving external current accounts, alleviating debt burdens, appreciation of domestic currencies, and moderating inflation.

Anecdotal evidence permeates accounts on the impact of the global economic crisis on Philippine poverty. This study systematically assesses the evidence and recent data. It adopts a somewhat eclectic approach as applying regression and decomposition techniques to trace the impact of the global economic crisis on gross domestic product and its major components, constructing panel data from nationally representative household surveys to trace the changes in household welfare during the crisis, and combining national income accounts and household survey data to simulate the differential effects of the crisis across population groups and social divides. Empirical findings suggest that although the Philippine economy did not slide to recession during the crisis, its impact on the economy and poverty across population groups was nonetheless severe---and may linger for many years to come.

"The immediate welfare costs of an economywide crisis can be high, but are there also lasting impacts? And are they greater in some geographic areas than others? Ravallion and Lokshin study Indonesia's severe financial crisis of 1998. They use 10 national surveys spanning 1993--2002, each covering 200,000 randomly sampled households, to estimate the impacts on mean consumption and the incidence of poverty across each of 260 districts. Counterfactual analyses indicate geographically diverse impacts years after the crisis. Proportionate impacts on the poverty rate were greater in initially better off and less unequal areas. In the aggregate, a large share--possibly the majority--of those Indonesians who were still poor in 2002 would not have been so without the 1998 crisis. This volume advances the state-of-the-art in the study of the interplay among financial crises, poverty dynamics and environmental sustainability. It offers timely and unique contributions to the immediate global challenge of sustainable development. Developing a new evidence-base, the volume offers concrete recommendations for policy action needed in advancing the Sustainable Development Goals (SDGs) in relation to environment and poverty during the current conditions of financial distress. The approach taken is inductive and evidence-driven. Most analysis is based on in-depth case studies that aim to offer a detailed and dynamic picture on how poverty and environmental sustainability interact in specific social contexts and financial crises. In this way the volume aims to generate a wealth of new and concrete evidence that offer a solid foundation to understand the multiple channels through which social and environmental factors interact, and the ways in which this interaction can and should be managed in order to achieve the needed global transition to sustainability. Broader dynamics that are covered and analysed include the historical legacies of structural adjustment and colonialism; the current debt wave experienced in developing countries; the role of inequality; the significant impact that climate change has on livelihoods and on meeting the SDGs; the new challenge presented by the Covid-19 pandemic for the SDGs; the challenge of sustainable funding for SDGs; and the need for a new eco-social contract. Case-studies examined include Cambodia, Ethiopia, India, Indonesia, Zambia, and subregions such as the Caribbean, sub-Saharan Africa and Lower Mekong Countries. The volume is part of a joint initiative by the ‘Sussex Sustainability Research Programme (SSRP)’ of the University of Sussex, the ‘UNDP-UNEP Poverty-Environment Action for Sustainable Development Goals’ and the ‘United Nations Research Institute for Social Development (UNRISD)’. The overall aim is to advance a new research programme and foster a better understanding of the multiple, complex and often opposing ways through which the punctuated economic slowdown of financial crises, poverty dynamics and environmental sustainability interact. It also makes novel recommendations into how poverty reduction and environment can work in synergy rather than being antagonistic, especially during financial distress, leading into recommendations directly geared towards achieving the SDGs and beyond.
