During the second half of 2010, Belgium will take on the Presidency of the European Union. That this tenure happens to coincide with the 'European Year for Combating Poverty and Social Exclusion' offers an ideal opportunity to devote special attention to the problem of poverty and social exclusion as it currently exists in Belgium, as well as to the question of how the fight against poverty is being conducted there. At the same time, these events are an incentive to assess the poverty situation and the poverty policy in the country with reference to the European context. This book presents an overview of recent facts and figures, policy measures and scientific research about poverty and social exclusion in Belgium. What exactly is the level of poverty in the country? What are the most important Belgian policy measures at this time? What role has been assigned to the Federal Government in the fight against poverty? We are providing answers to these and other questions by making reference to concrete topics such as health, debt mediation, child poverty a.o.

What constitutes a good life? For most people, well-being involves more than a high income or material prosperity alone. Many non-material aspects, such as health, family life, living environment, job quality and the meaningful use of time are at least as important. Together, these factors also influence the degree to which people are satisfied with their lives, and help to determine how happy they feel. This book argues that happiness and life satisfaction do not form a good basis for measuring well-being, and proposes an alternative method that not only considers the various aspects of well-being, but also the fact that people have their own views on what is important in life. Not limited just to theory, the book also presents a large-scale, representative survey involving more than 3000 adults from over 2000 Belgian families, which charted the various aspects of the individual well-being of Belgians. Focusing on the unequal distribution of these various aspects of well-being within families, the survey showed that some Belgians are more likely to suffer from cumulative deprivation in multiple dimensions. Based on this innovative study, the book describes which people in society are worst off – and these are not necessarily only people on low incomes or those who feel unhappy – and proposes that policymakers prioritise these individuals.

This title was first published in 2002: An investigation into the problem of identifying the poor and determining the poverty line. The book focuses on one particular approach to the issue, where survey respondents are asked for their views, and outlines the four variants in the approach: the consensual income method; the consensual standard of living method; the income evaluation method; and the income satisfaction method. The book contains an extensive and thorough review of the theoretical and empirical literature, as well as rigorous analysis of survey data from Belgium. The result is a conclusive assessment of the validity and usefulness of the subjective and consensual approaches to poverty measurement.
