The agricultural privatization strategy adopted in Estonia, Latvia and Lithuania was based on the premise that family farms are the most effective alternative to socialist large-scale agriculture. In addition, international organizations, particularly the World Bank, made recommendations concerning reform speed, synchronization and ownership rights that would facilitate transferring resources from large-scale producers to family farmers. This book provides a critical and comparative analysis of the implementation of this policy, and in particular the strategy promoted by the World Bank. The preservation of large-scale production is the key to Estonia's success while its eradication from Latvia and Lithuania did not produce a family farm system. Work productivity and the extent of plot farming are the indicators of success or failure. Research findings on deindustrialization, the hardships faced by new enterprises, rural tourism, increasing poverty, and problems in the civil society as presented in this book shed new light on these and other key issues in transition strategy.

This book aims to throw light upon the main changes in the Baltic states' labour markets, laying emphasis on the labour market flexibility, flexicurity and employment issues in the context of the EU eastward enlargement. The European labour markets of both old (EU-15) and new (EU-10) member states are facing big challenges in their current development. There are high expectations connected with improvement of competitiveness of European economy and enlargement of Euro area. Flexible labour markets help to maintain the expected quick economic growth and to adjust to possible asymmetric shocks of Euro area development. The particular significance of the labour market flexibility is also outlined by the Optimal Currency Area Theory (Mundell, 1961), which forms the theoretical framework for the EMU. At the same time a significant increase of labour market flexibility may due to possible increased employment and consequently also income insecurity causing weakening cohesion of a society. to rely on the European social model which stresses the importance of high social security, including also employment security. For improvement of economic growth and competitiveness, the new concept called flexicurity has been introduced. Flexicurity as a policy option in general meaning several ways of social protection for a flexible workforce, which may support social cohesion and sustainable economic growth in the long run perspective. But poverty and vulnerability persist: more than 60 million people live on less than $2 a day. In their recommendations, the report's authors urge countries to continue with enterprise sector reforms, boost rural growth, promote opportunities in lagging regions, increase access to good quality basic services, and produce better social safety nets especially for the working poor and children.
