The link between trade liberalisation and poverty has arguably been one of the most debated topics in development policy debate. Existing studies on the subject have primarily used multi-country cross-sectional data, and there is a growing concern about the limitations of this approach in providing a sound empirical basis for informing the policy debate. These limitations point to the need for undertaking in-depth analyses within individual countries over time. In order to examine the connection between trade liberalisation and poverty, this book provides case studies of trade policy reforms and poverty reduction outcomes of seven countries in South Asia - Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka. The South Asia region allows for an excellent comparative study given the widespread emphasis on liberalisation reforms in the region over the past two decades, as well as highlighting significant inter-country differences in terms of the timing and comprehensiveness of reforms, and the heavy concentration of world poverty in the region. The Genius of George Bernard Shaw is a criticism of George Bernard Shaw’s work that explores his art, aesthetics, philosophy, and revolutionary ideas. Shaw wrote his plays raising and dealing with the problems of individuals, families, society, nations, and the world. It is occasionally stated that Shaw’s support for totalitarianism grew out of his frustration with nineteenth-century liberalism, which ineffectually culminated in a disastrous world war. Yet, close analysis to two of Shaw’s Major Critical Essays from the 1890s shows that even then Shaw expressed a desire for a ruthless man of action unencumbered by the burden of conscience to come on the scene and establish a new world order, to initiate the utopian epoch. Indeed, further analysis of a number of plays from before the war shows the impulse to be persistent and undeniable. Shaw hated disorder, and he wanted to see society managed efficiently by a small caste of technocratic experts who were at the same time, in Karl Popper’s memorable phrase, utopian social engineers. He had very little confidence in the average man and woman, who could not work mentally at the same speed? as the Fabian executive committee, his ideal of what a ruling caste would look like. Shaw’s ideal society, what I am calling his utopian vision, resembles Plato’s ideal city or Comte’s Religion of Humanity more than any society that has presumably ever existed on earth. Everyday the community is being stunned as reports of irregular partices compete for press headlines. The impression is that bribary and corruption, is one form or another in both extensive and increasing; although systematic statistics in this area are rare for obvious reasons. What is corruption? This list of possibilities is extensive. It starts with the outright bribary of government officials and the more ambiguous question of political contributions; then there are a whole range of activities that could be considered to some degree corrupt covering such things as the misuse of company assets for political favours, kickbacks and production money for the police, payola to disc jockeys, sympathetic features articles in return for advertising revenue, free revenue, free junkets for MP s and journalists, secret, price-fixing agreement, obtaining parts in films for reasons not wholly related to acting ability, insider dealing of various kinds, as well as improper use of the old boy network. All these forms of behaviour have one thing in common. They are attempts to influence the outcome of a decision where the nature of that influence is not made public. Essentially the practices are nothing more or less than the abuse of power. There are several reasons for this spread of corrupt practices. First the concentration of power in larger and larger units; particularly when combined with rapid growth where the channels of accountability are underdeveloped. It is also widespread in mature Societies where highly developed networks attempt to preserve the status-quo and further their vested interests.
