The Portuguese Colonial War and the African Liberation Struggles: Memory, Politics and Uses of the Past presents a critical and comparative analysis on the memory of the colonial and liberation wars that led to a regime change in Portugal and to the independence of five new African countries: Angola, Mozambique, Guinea-Bissau, Cape Verde and São Tomé and Príncipe. Covering more than six decades and based on original archival research, critical analysis of sources and interviews, the book offers a plural account of the public memorialization of this contested past in Portugal and in former colonized territories in Africa, focusing on diachronic and synchronic processes of mnemonic production. This innovative exercise highlights the changing and crossed nature of political memories and social representations through time, emphasizing three modes of mnemonic intersections: the intersection of distinct historical times; the intersection between multiple products and practices of memory; and the intersection connecting the different countries and national histories. The Portuguese Colonial War and the African Liberation Struggles: Memory, Politics and Uses of the Past is the major and final output of the research developed by CROME – Crossed Memories, Politics of Silence, a project funded by a Starting Grant (715593) from the European Research Council (ERC). The rule of law represents the heart of constitutionalism. Public power can only be legitimately exercised if it is based on and complies with the law. The Constitution and its fundamental values – human dignity, freedom and equality – are the ultimate sources of orientation for the rule of law. Domestic rule of law is complemented by its external dimension, the duty to respect international law and, for EU member states, supranational law. For the World Jurist Association, the realization of the Rule of Law has been the central concern since its founding more than 60 years ago. Its biennial world congresses, which bring together leading figures from politics, the judiciary and academia under the presidency of Javier Cremades, focus on the universal importance of the rule of law, which experts from numerous countries discuss on the basis of current problem areas. At the 2021 World Law Congress in Barranquilla, Colombia, one central topic was the tension between combating pandemics and the rule of law. The contributions gathered here examine how this challenge was met in political-legal practice, and the role of constitutional jurisdiction in the process. They analyze and evaluate the legal situation in numerous countries in Europe and Latin America. The São Paulo Law School, the oldest institution of higher learning in Brazil, has long been the chief training center for that country’s leadership. For the members of the school’s secret Burschenschaft society, the training consisted principally in leading demonstrations for liberal causes, such as the abolition of slavery and the overthrow of the monarchy. During the Old Republic (1889–1930), the Brazilian presidency and other high posts in Rio de Janeiro were usually occupied by alumni of the powerful society, while its members in São Paulo continued to agitate for political reform. But in the 1920s, when they formed the Nationalist League and the Democratic Party, schisms resulted. Thus the Burschenschaft was weakened before the long rule of Brazil by Getúlio Vargas, starting in 1930, brought an end to the society’s influence. The role of the school in these and other historical events is carefully reviewed by Dulles before he turns to the school’s well-known resistance to the dictatorship of Vargas. That resistance, the most persistent confronting the dictator, appeared to be unified—especially when it provoked the police into shooting the students. But, as Dulles discovered when interviewing participants and consulting documents and scrapbooks of the early 1940s, the movement was characterized by heated internal strife. In the end, however, the idealism and courage of the participants and the ultimate effectiveness of the movement contributed mightily to the fall of Vargas. This book is another in Dulles’s series of narrative histories in which he gives flesh and blood to the names and breathes life into the events of twentieth-century Brazilian politics.
