This book offers a pluralistic vision of the way economists have dealt with the question of power in society over the last two centuries. Economists’ ideas about power are examined from political, theoretical and policy-making points of view, with additional discussion of the active participation of economists in the management of power. The book is organized into four main conceptions of power relations: i) Power as embedded in political institutions; ii) Power as emerging from the asymmetric relations caused by the unequal distribution of income and wealth; iii) Power as associated to the monopolistic or oligopolistic position held by some firms in the market; and iv) Power as the management of economic policies by the state. Mosca brings together contributions from a range of scholars to analyse how economists have considered the role of power, putting the discussion into a much needed historical context.

Since the financial crisis of 2008 and the following Great Recession, there has been surprisingly little change in the systems of ideas, institutions and policies which preceded the crash and helped bring it about. 'Mainstream' economics carries on much as it did before. Despite much discussion of what went wrong, very little has substantially changed. Perhaps the answer has something to do with power; a subject on which economics is unusually quiet. Whilst economics may be able to discuss bargaining power and market power, it fails to explore the reciprocal connections between economic ideas and politics: the political power of economic ideas on the one side, and the influence of power structures on economic thought on the other. This book explores how the supposedly neutral discipline of economics does not simply describe human behaviour, but in fact shapes it.

Yasuma Takata (1883-1971), nicknamed 'the Japanese Marshall' by Martin Bronfenbrenner, dominated sociology and then economics in Japan over a long period. In sociology he was known through his articles published in German, whilst as economist he remained rather unknown in the West, despite his work along the line connecting Walras, Bohm-Bawerk, Wicksell and Keynes. His scope is so wide as to view Marx critically and accommodate Veblen, Pareto, Schumpeter. Accepting the orthodox economic theory as a first approximation, he tried to introduce institutional factors and power relationships as a second approximation. This volume is edited so as to represent a synthesis of his economics and sociology.

A situation in economics that is little short of scandalous is the almost total neglect by mainstream economics of the importance of power in economic affairs. Power in this context means the ability to bend market forces in one's favor, influencing and shaping key economic variables such as prices, wages, and other income determinants. As John Kenneth Galbraith as tutely observes: a dominant fact in economic life is the desire of people everywhere and in all circumstances to get control over their personal lives and their incomes-to escape from the "tyranny of the market. " Power is the means to this end. Ever since Adam Smith, economists have been fascinated by and lavish in their praise for the workings of the market. All modern textbooks are built around Smithian ideas about markets and the way the "invisible hand" works through competition for society's better ment. Yet one can search nearly in vain through leading texts, under graduate and graduate alike, for any reference to market or economic power. This is the situation in spite of the fact that the drive for power, the urge to get control over one's income, permeates the economy as much as does competition. This is a scandal! For a discipline that claims for itself the mantle of a science-one which wants to be accorded the same respect given the natural sciences-it is almost incomprehensible that it should ignore a major force at work in the real economic world.

Soviet Economic Thought and Political Power in the USSR examines the evolution of economic theory in the Soviet Union from uniformity under Josef Stalin to diversity in the post-Stalin period. The reasons for uniformity and diversity in Soviet economics are analyzed, along with the structure of this diversity, the paradoxes in its development, and the conditions under which it will continue. The connection between leaders of Soviet economics and the Communist Party rulers is also discussed. Emphasis is placed on one of the principal trends in Soviet economics in the post-Stalin period: mathematical economics. This book is comprised of six chapters and begins with a discussion on the development of the economic-mathematical trend in the USSR. The social environment in the Soviet Union is examined in macro terms, along with the role of various mutations among the economists and the institutionalization of such mutations, especially in the framework of the existing research institutes and universities. The book also considers the attitudes of various factions of economists such as reactionaries, conservatives, and modernizers toward the question of the limitation of the leaders' power and toward some areas of economics, such as problems of mathematical modeling and institutional economics, and toward the Marxist ideology. Economics, Keynes once wrote, can be a 'very dangerous science'. Sometimes, though, it can be moulded to further the common good though it might need a leap in mental outlook, a whole new zeitgeist to be able do do. This book is about a transformation in Australian economists' thought and ideas during the interwar period. It focuses upon the interplay between economic ideas, players and policy sometimes in the public arena. In a decade marked by depression, recovery and international political turbulence Australian economists moved from a classical orthodox economic position to that of a cautious Keynesianism by 1939. We look at how a small collective of economists tried to influence policy-making in the nineteen-thirties. Economists felt obliged to seek changes to the parameters as economic conditions altered but, more importantly, as their insights about economic management changed. There are three related themes that underscore this book. Firstly, the professionalisation of Australian economics took a gigantic leap in this period, aided in part, by the adverse circumstances confronting the economy but also by the aspirations economists held for their discipline. A second theme relates to the rather unflattering reputation foisted upon interwar economists after 1945. That transition underlies a third theme of this book, namely, how Australian economists were emboldened by Keynes's General Theory to confidently push for greater management of economic activity. By 1939 Australian economists conceptualized from a new theoretic framework and from one which they advanced comment and policy advice. This book therefore will rehabilitate the works of Australian interwar economists, arguing that they not only had an enviable international reputation but also facilitated the acceptance of Keynes¿s General Theory among policymakers before most of their counterparts elsewhere.
