Coupling power generation with syngas-based chemical synthesis according to the so-called ‘Polygeneration-Annex’ concept offers economic and technical benefits. Clemens Forman assesses the integration of incoming streams by the Annex plant from a power plant point of view across its full load range. Analyses are done by load-dependent flowsheet simulation. The pulverized lignite combustion power plant process is covered by two generic technical states: an existing 650 MW(el) power plant and a near future 1,100 MW(el) power plant with duo block design and dry lignite co-firing. Modeling comprises both the flue gas path and the water-steam circuit. Appropriate stream interfaces are identified and determined depending on the load status. The technical feasibility of integration can be proven.

We describe the synthesis of efficient schedulers for planned shutdowns of power plants for refueling and maintenance (outages), using an automated programming tool, KIDS. Currently, the utility industry has no automated tools to generate schedules that are both safe and resource-efficient. We focused on safety constraints since they are critical in this application. There are several aspects of this project that go beyond previous applications of KIDS to scheduling problems. First, scheduling of outages of power plants has a planning-like character since the scheduler needs to represent and maintain the complex state of the plant at all times considered during the scheduling process. Second, the particular safety constraints we considered required scheduling a pool of resources in the presence of time windows on each activity. To our knowledge the control and data structures that we developed for handling such a pool are novel. In terms of design knowledge, the outage scheduling problem is modeled as a constraint satisfaction problem and the synthesized algorithm is an instance of global search with constraint propagation. The derivation of specialized representations for the constraints to perform efficient propagation is a key aspect of our approach. In addition, finite differencing complements constraint propagation by efficiently maintaining the sate of the world.

This document provides a report on the creation of domain theories in the power plant outage domain. These were developed in conjunction with the creation of a demonstration system of advanced scheduling technology for the outage problem. In 1994 personnel from Rome Laboratory (RL), Kaman Science (KS), Kestrel Institute, and the Electric Power Research Institute (EPRI) began a joint project to develop scheduling tools for power plant outage activities. This report describes our support for this joint effort. The project uses KIDS (Kestrel Interactive Development System) to generate schedulers from formal specifications of the power plant domain outage activities.

This book analyses the factors that determine the cost of electricity from new power plants. These factors, including construction costs, fuel expense, environmental regulations, and financing costs can all be affected by government energy, environmental, and economic policies. Government decisions to influence or not influence these factors can largely determine the kind of power plants that are built in the future. This book provides projections of the possible cost of power from new fossil, nuclear, and renewable plants built in 2015, illustrating how different assumptions, such as the availability of federal incentives, change the cost rankings of technologies. None of the projections are intended to be a "most likely" case. Future uncertainties preclude firm forecasts. The rankings of the technologies by cost are therefore also an approximation and should not be viewed as definitive estimates of the relative cost-competitiveness of each option. The value of this book is not as a source of point estimates of future power costs, but as a source of insight into the factors that can determine future outcomes, including factors that can be influenced by Congress.
