Demographic changes directly affect political and socioeconomic dynamics. Whether they are the nationalities of migrating refugees, the percentage of women in the workforce, or aging as a phenomenon (population decline, age of marriage, number of children, or the resources of youth), demographics can change the political dynamics of a country, creating in some cases increased freedoms but also potentially causing conflict or civil war. Power to the Population is a comprehensive guide to predicting and evaluating different possible futures for humanity. These differing scenarios are of particular importance to decision makers, and Tadeusz Kugler focuses on the optimism of what can be created by and for the population. The book investigates the dynamic relationship between political choices and changing populations. Kugler explores how government policies seemingly focused on localized power and economic development profoundly shape the demographic makeup on local and global scales. The demographic future of a population—not only regarding numbers but also in its diversity and how historically marginalized communities are undermined—is not merely about one place, time, or people. Demography has the potential to change the economic and political future of the world.

The 20th-century demographic struggle for power translates itself into an inter-ethnic war of numbers. This book offers suggestions for structural alterations within states to sever the link between ethnic size and power, and thus eliminate the rationale for the demographic struggle for power.

Inspired by taxonomist Jack Goody's theorizing of 'ancient lists' as 'intellectual technologies', this book analyzes listing practices in modern and contemporary formations of power, and how they operate in the installation and securing of the milieus of circulation that characterize Michel Foucault's conception of governmentality. Propelling the list's role in the delimitation and policing of risky and threatening elements from out of history and into a contemporary analysis of power, this work demonstrates how assemblages of computer, statistical, and list technologies first deployed by the Nazi regime continue to resonate significantly in the segmenting and constitution of a critical classification of contemporary homo sapiens: the terrorist class, or homo sacer.

French government officials have long been known among Europeans for the special attention they give to the state of their population. In the first half of the nineteenth century, as Paris doubled in size and twice suffered the convulsions of popular revolution, civic leaders looked with alarm at what they deemed a dangerous population explosion. After defeat in the Franco-Prussian War in 1870, however, the falling birthrate generated widespread fears of cultural and national decline. In response, legislators promoted larger families and the view that a well-regulated family life was essential for France. In this innovative work of cultural history, Joshua Cole examines the course of French thinking and policymaking on population issues from the 1780s until the outbreak of the Great War. During these decades increasingly sophisticated statistical methods for describing and analyzing such topics as fertility, family size, and longevity made new kinds of aggregate knowledge available to social scientists and government officials. Cole recounts how this information heavily influenced the outcome of debates over the scope and range of public welfare legislation. In particular, as the fear of depopulation grew, the state wielded statistical data to justify increasing intervention in family life and continued restrictions on the autonomy of women.

What is the impact of demographics on the prospective production of military power and the causes of war? This monograph analyzes this issue by projecting working-age populations through 2050; assessing the influence of demographics on manpower, national income and expenditures, and human capital; and examining how changes in these factors may affect the ability of states to carry out military missions.
