This book investigates whether a power shift has taken place in the Asia-Pacific region since the end of the Cold War. By systematically examining the development of power dynamics in Asia-Pacific, it challenges the notion that a wealthier and militarily more powerful China is automatically turning the regional tides in its favour. With a special emphasis on Sino-US competition, the book explores the alleged linkage between the regional distribution of relevant material and immaterial capabilities, national power and the much-cited regional power shift. The book presents a novel concept for measuring power in international relations by outlining a composite index on aggregated power (CIAP) that includes 55 variables for 44 regional countries and covers a period of twenty years. Moreover, it develops a middle power theory that outlines the significance of middle powers in times of major power shifts. By addressing political, military and economic cooperation via a structured-focused comparison and by applying a comparative-historical analysis, the book analyses in depth the bilateral relations of six regional middle powers to Washington and Beijing.

China’s recent growth has called attention to the power-transition theory, which contends that the danger of a major war is the greatest when a rising dissatisfied challenger threatens to overtake a declining satisfied hegemon. Steve Chan questions this prevailing view by analyzing the extent of ongoing power shifts among the leading powers, exploring the portents for their future growth, and seeking indicators of their relative commitment to the existing international order. To better understand the strategic motivations of ascending and declining states, insights are drawn from prospect theory and past episodes of peaceful and violent transition (such as the end of the Cold War and the outbreak of the First and Second World Wars). He concludes that China is unlikely to instigate a confrontation with the US, and that whilst military conflict over the Taiwan Strait is possible, this is more likely to be due to China’s inability to prevent US involvement than its willingness to provoke the US. This book places China in a comparative and historical context, in which inquiry is informed by the experiences of other major powers and pertinent theories in international relations, such as those on extended deterrence, preventive war, and democratic peace. Its comparative and theoretical orientation and its contrarian perspective will be of great interest not only to students and scholars of international relations and Chinese politics, but also to policy makers and professionals.

This book provides a comprehensive analysis of Japan’s Asian diplomacy under Prime Minister Shinzō Abe. Under the Kantei-centred policymaking system, Shinzō Abe has implemented assertive foreign policies with a slogan of ‘diplomacy taking a panoramic perspective of the world’. The analyses in the book cover the traditional and emerging fields of national security and international political economy. While its empirical examination is based on field-specific research, it also incorporates the analysis of Japan’s bilateral relations with China, the US, India, and others. In addition, the book provides a solid, theory-driven analysis of Japan’s external policy and relations. Accelerating sustainable energy transitions away from carbon-based fuel sources needs to be high on the agendas of developing countries. Questions about the likelihood of conflict between the United States and China have dominated international policy discussion for years. But the leading theory of power transitions between a declining hegemon and a rising rival is based exclusively on European examples, such as the Peloponnesian War, as chronicled by Thucydides, as well as the rise of Germany under Bismarck and the Anglo-German rivalry of the nineteenth and early twentieth centuries. What lessons does East Asian history offer, for both the power transitions debate and the future of U.S.-China relations? Examining the rise and fall of East Asian powers over 1,500 years, Beyond Power Transitions offers a new perspective on the forces that shape war and peace. Xinru Ma and David C. Kang argue that focusing on the East Asian experience underscores domestic risks and constraints on great powers, not relative rise and decline in international competition. They find that almost every regime transition before the twentieth century was instigated by internal challenges and even the exceptions deviated markedly from the predictions of power transition theory. Instead, East Asia was stable for a remarkably long time despite massive power differences because of common understandings about countries’ relative status. Provocative and incisive, this book challenges prevailing assumptions about the universality of power transition theory and shows why East Asian history has profound implications for international affairs today.
