Over the last three decades, developed countries around the world have turned to scientific innovation, borne of network collaboration between academia and industry, to generate economic growth. As governments attempt to harness science for economic development, they shape the practice of scientific inquiry and the kinds of innovative ideas that emerge. The successful collaboration between academia and industry and the appropriate level of state intervention, in these collaborative efforts, are underexplored. This dissertation examines the collaborative process and the role of the state, as a powerful player in the innovation process, to reveal the kinds of contexts and social forces that shape emerging scientific ideas and fields. My research contributes to the growing literature on state intervention in economic development by exploring the embeddedness of the state within geography (the importance of proximity) and the social world it works to change. Using Ireland’s Center for Gut Microbes (a university-industry research center) as a case study, I address the question of how a relatively undeveloped scientific community in Ireland, which lacked basic infrastructure in the 90s, now in 2014, produces cutting-edge and boundary-pushing science. Drawing on in-depth interviews and secondary data analysis, I explain how, beginning in the 1980s, the Irish state played an important role in shaping innovation by taking on risk and reshaping institutions and narratives to create market opportunities. In the late 1990s, while the US and UK already had policy in place to harness science for economic growth, Ireland began aggressively implemented new science policy in an attempt to not only "catch-up" but to leap ahead of the global competition. I argue that Ireland's attempt to harness science for economic growth changed the kinds of science practiced in Ireland. This new kind of science played out most clearly within the heavily funded university-industry research center program Ireland developed in the early 2000s in an attempt to "converge" academia and industry. This dissertation provides a framework for analyzing how scientists conduct research in an increasingly entrepreneurial-driven environment. I bring together the literature on boundary work, institutionalization, and state intervention to explain the emergence of entrepreneurial science in Ireland and how it shaped a major scientific revolution: research on the human microbiome and brain-gut-microbe research. I argue that the state created a new science narrative that reflected its entrepreneurial goals of industry-university collaboration. I explore the rise of a new scientific ethos and the complex interplay between university scientists, private industry, and the state. I argue that the gut-brain-microbe research field emerged as a state entrepreneurial project. As states push for more collaborative entrepreneurial activities between academia and industry, new challenges and tensions arise. I show how, in Ireland, a new entrepreneurial ethos required state agents, scientists, and private industry to engage in boundary and identity work to address these challenges and tensions.
