This book examines how the European Union can pursue a grand strategy and become a distinct global actor in a world of emerging great powers. At the grand strategic level, its sheer economic size makes the EU a global power. However, the EU needs to take into account that many international actors continue to measure power mostly by assessing military capability. To preserve its status as an economic power, therefore, the EU has to become a power across the board, which requires a grand strategy, and the means and the will to proactively pursue one. The authors of this book aim to demonstrate that the EU can develop a purposive yet distinctive grand strategy that preserves the value-based nature of EU external action while also safeguarding its vital economic interests. The book analyses the existing military capability of the European Union and its bottom-up nature, which results in a national-based focus in the member-states, impeding deployment capability. A systematic realignment of national defence planning at the strategic level will enable each member-states to focus its defence effort on the right capabilities, make maximal use of pooling and specialization, and contribute to multinational projects in order to address Europe’s strategic capability shortfalls. A stronger Europe will therefore result, it is argued, a real global actor, which can then become an equal strategic partner to the United States, leading to a revitalized Transatlantic partnership in turn. This book will be of interest to students of military studies, European Union policy, strategic studies and International Relations generally.

Divisive debates over the future force structures of the U.S. Armed Forces have continued despite the Report of the Commission on Roles and Missions for the Armed Forces (May 1995) and the more recent reports of the Quadrennial Defense Review (May 1997) and the National Defense Panel (December 1997). Part of the reason for the bitter nature of these debates is due to parochial partisanship. Part is due to a lack of clear understanding of the individual components of military power or of their collective interrelationships. This latter conclusion may be particularly true for land power. Responsibility for this misunderstanding does not always fall at the feet of outside observers. No official definition or general articulation of land power currently exists. And, because land power is self-evident to most who wear Army or Marine Corps green, they see little need to explain land power to a broader audience. But, if national leaders are to have a fuller under- standing of land power, its central role in the growing interdependence of military power, or the policy options that land power's versatility brings to security policy planning and execution, then such explanations are imperative. To help fill this conceptual gap, the author offers a definition of land power to meet the demands of the 21st century. While defining land power is his primary purpose, he also places land power within the overarching context of total military power. This study concludes airpower will play an increasingly dominant role in future US contingency responses. Power projection is defined as the finite application of military power by national command authority to achieve discrete political ends outside the borders of the United States, its territories, and possessions. Power projection contingencies are characterized as wars and operations short of war, but not conflicts that are global or total in nature. Future contingencies that demand a US response may occur without warning, be time sensitive, and require short duration deployments. US forces may not have immediate access to or a previously established presence in potential theaters of operation. Due to the changing nature of the international environment and domestic priorities, the President defined a new National Secunty Strategy that emphasizes projecting military forces in response to regional conflicts. The military services are currently modifying their doctrine and force structures to reflect the shift towards power projection. The services agree power projection forces must be lethal, flexible, deployable, mobile, and capable of surviving an increasingly hostile threat environment. Comparing force characteristics reveals airpower has greater flexibility, deployability, mobility, and is better able to survive future threat environments than surface forces. New domestic imperatives have also forced the services to engage in a healthy competition to preserve their share of a shrinking defense budget. In terms of efficiency, apportioning resources according to an arcane formula that does not reflect force capabilities or the future utility of primary service functions is illogical. Building a strong power projection capability requires a thorough evaluation of the relative efficacy of air, land, and sea power to perform the power projection mission.
