At the request of the Deputy Assistant Secretary of the Army for Research and Technology, Powering the U.S. Army of the Future examines the U.S. Army's future power requirements for sustaining a multi-domain operational conflict and considers to what extent emerging power generation and transmission technologies can achieve the Army's operational power requirements in 2035. The study was based on one operational usage case identified by the Army as part of its ongoing efforts in multi-domain operations. The recommendations contained in this report are meant to help inform the Army's investment priorities in technologies to help ensure that the power requirements of the Army's future capability needs are achieved.

The central characteristic of the evolution of the combat soldier in recent years is an increasingly sophisticated array of sensing, communications, and related electronics for use in battlefield situations. The most critical factor for maintaining this evolution will be the development of power supply systems capable of operating those electronics effectively for missions up to 72 hours long. To address the challenge, it is important that new approaches be sought on how to integrate and power these electronics. To assist in addressing this problem, the Army requested the National Research Council to review the state of the art and to recommend technologies that will support the rapid development of effective power systems for the future warrior. This report presents the results of that review. It provides an assessment of various technology options for different power level requirements, power system design, and soldier energy sinks. The report also describes future design concepts, focusing on low-power systems. Recommendations for technology development and system design are presented.

As the daily headlines attest, the Department of Defense is in the midst of a Quadrennial Defense Review (QDR). Charged by Congress, the Department of Defense is examining a broad range of issues concerning U.S. military policy and strategy (inter alia, future national defense strategy, the force structure necessary to implement that strategy, the affects of technology on force structure, and the anticipated roles and missions of the Reserve Components in executing the defense strategy) that will have far-reaching consequences for the United States. Before these crucial issues are addressed, however, a more fundamental question needs to be explored: what does the United States want its military to do? In other words, what are the future roles of the U.S. military? Only after this issue has been answered can the Department of Defense turn to the other important issues posed by Congress. Dr. William T. Johnsen tackles this question. In brief, he concludes that the U.S. military will continue to perform its traditional roles: deterrence, reassurance, compellence, and support to the nation. The method and manner of carrying out those roles, however, will change; in some cases substantially. The implications of these adapted roles will be considerable. Enduring and emerging powers are reshaping the geopolitical landscape by heavily investing in military modernization programs to achieve domain overmatch, physical stand-off, and superiority in military power. The Department of Defense published the Defense Innovation Initiative in 2014 to identify and invest in innovative ways to sustain and advance America's military dominance for the twenty-first century. Through the initiative, the Department of Defense developed a third "offset" strategy to contend in great power competition and win during armed conflict. The U.S. Army developed a new future operating concept called Multi-Domain Operations in order to support the new defense strategy, drive modernization, and prepare for the future fight. Multi-Domain Operations theory proposes three interrelated tenets that solves the problem of contested domains and Anti-Access/Aerial Denial threats presented by Chinese and Russian operations in conflict. Those tenets are calibrated force posture, multi-domain formations, and convergence. This monograph examines the efficacy of the three Multi-Domain tenets through the lens of a historical case study - Solomon Island Campaign during World War II. The case study will help drive discussion, analysis, and further refinement of the operating concept with military professionals.This compilation also includes a reproduction of the 2019 Worldwide Threat Assessment of the U.S. Intelligence Community.Is World War III cresting the horizon as international relations and competition between great powers lay in the balance of the global commons?
