The purpose of this volume is to highlight the emerging consensus from this work and show how these ideas are playing out across the country. It is a collection of essays by practitioners, many at the highest levels of U.S. higher education, who have been asked to focus on how accountability systems in their states and at their institutions are being used and for what purposes. As consensus emerges that state-level accountability should be focused on the state's public agenda rather than institutional effectiveness, it becomes important for institutions to align their goals around those at the state level. This book focuses on education and its relation to professional accountability as viewed from two different, but not unrelated, perspectives. First, the book is about the work of professionals in schools and colleges (teachers, head teachers, leaders, principals, directors and educational managers, etc.) and the detrimental effects which our present system of accountability – and the managerialism which this system creates – have had on education, its practice, its organization, its conduct and its content. It is also about the professional education (the occupational/professional formation and development) of practitioners in communities other than educational ones and how they, too, contend with the effects of this system on their practices. These different perspectives represent two sides of the same problem: that whatever one’s métier – whether a teacher, nurse, social worker, community officer, librarian, civil servant, etc – all who now work in institutions designed to serve the public are expected to reorganize their thoughts and practice in accordance with a "performance" management model of accountability which encourages a rigid bureaucracy, one which translates regulation and monitoring procedures, guidelines and advice into inflexible and obligatory compliance. A careful scrutiny of the underlying rationale of this "managerial" model shows how and why it may be expected, paradoxically, to make practices less accountable – and, in the case of education, less educative.

“Accountability” has become a buzzword in international development. Development actors appear to delight in announcing their intention to “promote accountability”—but it is often unclear what accountability is and how it can be promoted. This book addresses some questions that are crucial to understanding accountability and for understanding why accountability is important to improve the effectiveness of development aid. We ask: What does it mean to make governments accountable to their citizens? How do you do that? How do you create genuine demand for accountability among citizens, how do you move citizens from inertia to public action? The main argument of this book is that accountability is a matter of public opinion. Governments will only be accountable if there are incentives for them to do so—and only an active and critical public will change the incentives of government officials to make them responsive to citizens’ demands. Accountability without public opinion is a technocratic, but not an effective solution. In this book, more than 30 accountability practitioners and thinkers discuss the concept and its structural conditions; the relationship between accountability, information, and the media; the role of deliberation to promote accountability; and mechanisms and tools to mobilize public opinion.
