Beginning with the restoration of the Bourbon monarchy in 1875 and ending with the death of General Francisco Franco in 1975, this book explores the intersection of education and nationalism in Spain. Based on a broad range of archival and published sources, including parliamentary and ministerial records, pedagogical treatises and journals, teachers' manuals, memoirs, and a sample of over two hundred primary and secondary school textbooks, the study examines ideological and political conflict among groups of elites seeking to shape popular understanding of national history and identity through the schools, both public and private. A burgeoning literature on European nationalisms has posited that educational systems in general, and an instrumentalized version of national history in particular, have contributed decisively to the articulation and transmission of nationalist ideologies. The Spanish case reveals a different dynamic. In Spain, a chronically weak state, a divided and largely undemocratic political class, and an increasingly polarized social and political climate impeded the construction of an effective system of national education and the emergence of a consensus on the shape and meaning of the Spanish national past. This in turn contributed to one of the most striking features of modern Spanish political and cultural life--the absence of a strong sense of Spanish, as opposed to local or regional, identity. Scholars with interests in modern European cultural politics, processes of state consolidation, nationalism, and the history of education will find this book essential reading.

This book addresses the changing relationships among political participation, political representation, and popular mobilization in Spain from the 1766 protest in Madrid against the early Bourbon reforms until the citizen revolution of 1868 that first introduced universal suffrage and led to the ousting of the monarchy. Popular Participation and the Democratic Imagination in Spain shows that a notion of the “crowd” internally dividing the concept of “people” existed before the advent of Liberalism, allowing for the enduring subordination of popular participation to representation in politics. Drawing on a Gramscian theoretical perspective and developing a systematic comparative approach, The Civic Foundations of Fascism in Europe challenges the received Tocquevillian consensus on authoritarianism by arguing that fascist regimes, just like mass democracies, depended on well-organised, rather than weak and atomised, civil societies. In making this argument the book focuses on three crucial cases of interwar authoritarianism: Italy, Spain and Romania, selected because they are all counterintuitive from the perspective of established explanations, while usefully demonstrating the range of fascist outcomes in interwar Europe. Civic Foundations argues that, in all three cases, fascism emerged because of the rapid development of voluntary associations, combined with weakly developed political parties among the dominant class, thus creating a crisis of hegemony. Riley then traces the specific form that this crisis took depending on the form of civil society developed (autonomous, as in Italy; elite-dominated, as in Spain; or state-dominated, as in Romania) in the nineteenth century.

In the 19th and 20th centuries, Spain was a key player in the military conflagrations that created modern Europe. From the Napoleonic Wars, through the dress rehearsal for World War II that was the Spanish Civil War, to the grim struggle against terrorism today, the military history of modern Spain has both shaped and reflected larger forces beyond its borders. This volume traces the course of Spanish military history, primarily during the 20th century. Chapter 1 provides the foundation for the role of the Spanish Army at home (the War of Independence [Napoleonic War], the Carlist Wars, and pronunciamientos), abroad (Morocco, 1859-60), and as an instrument for Liberal reforms in Spain. Chapter 2 covers the period following the Spanish-American War as the Army redirected its focus to the Spanish Protectorate in northern Morocco. This chapter covers the Rif Rebellion (1921-27), the dictatorship of Miguel Primo de Rivera (1923-30) and concludes with the end of the monarchy and the establishment of the 2nd Republic in 1931. Chapters 3 and 4 present the two armies of the Spanish Civil War, as well as their relationship to the warring factions of Nationalists and Republicans. Chapter 5 looks at the Spanish Army during World War II on the Eastern Front (Russia), in its overseas colonies, as well as in Spain. De-colonialism is covered in chapter 6 as Spain, following the lead of the other European powers, began to shed itself of its African empire. Chapter 8 charts Spain's integration into the Western defense community in the 1950s, its membership in NATO, and its participation in peacekeeping and humanitarian missions in the Balkans and the Middle East. Chapter 9 focuses on Spain's struggle against terrorism, both the domestic Basques of ETA (Fatherland and Liberty) and the newer conflict against al-Qaeda and radical Islamic fundamentalism.

The death of General Francisco Franco in November of 1975 ended thirty-six years of fascist-style dictatorship in Spain. The subsequent transition to liberal parliamentary government was remarkably smooth, particularly when compared to the recent difficulties experienced by other states, such as the former Soviet Republics and Eastern Europe. Ortiz traces Spain's success back to the development of a liberal tradition and a public sphere in the last decades of the 19th century during the Restoration period. He uses this era as a test case to demonstrate that liberal practices can develop even within a political situation where state institutions and the social infrastructure do not necessarily support them. Paper Liberals dispels the notion that Western Europe ends at the Pyrenees and argues instead that, while on the periphery, Spain should not be excluded from the mainstream of European history. This is the first full-length study in English of the role of Marxist theory in the Spanish Socialist movement prior to the outbreak of Civil War in 1936. In particular, the author stresses the intellectual poverty of this aspect of leftwing politics in Spain. In concentrating on the Partido Socialista Obrero Espafiol (PSOE), the major organised party of the left prior to the Civil War, the study seeks to achieve two main aims: first, to attempt to isolate the political, social and intellectual factors which led to a particularly distorted version of Marxism which became established in Spain at the end of the nineteenth century; and second, to demonstrate how this particular conception of Marxism had a crucial negative impact on the political formulations and fortunes of the PSOE between 1879 and 1936. The central argument of the book is that the significance of Spanish Marxism lay precisely in its poverty, since it was this 'decaffeinated' version of the theory which set the parameters within which the PSOE formulated its strategy for socialism.
