This case study in Tajikistan was conducted as part of the Preliminary Evaluation of the WHO Special Programme on Primary Health Care (SP-PHC). The overall purpose of the case studies was twofold: 1. To generate evidence for the evaluation questions, including opportunities to strengthen the SP-PHC support to countries in achieving the objectives and mandate; and 2. To generate learning on how SP-PHC is working in practice to support countries in operationalizing selected strategic and operational levers of the WHO/United Nations Children’s Fund Operational Framework for Primary Health Care (PHC), and/or how SP-PHC has applied an innovative approach or best practice, which could be learned and replicated elsewhere.

This case study in Kenya focused on the following four strategic and operational levers of the WHO/United Nations Children’s Fund PHC Operational Framework during the implementation period 2020–2023: “Political Commitment and Leadership”, “Governance and Policy Frameworks”, “Digital Technologies for Health” and “Monitoring and Evaluation”. This included studying how support from the three WHO levels (Headquarters, Regional Office and Country Office) has been coordinated and operationalized. The case study also explored how, through these two strategic levers, catalytic actions have been planned and implemented.
