No longer perceived as military 'sideshows', peace operations, humanitarian relief, and similar military operations other than war (MOOTW) now occupy center stage. Ongoing peace operations in Iraq and Bosnia, in particular, are producing an operations tempo unprecedented in peacetime. This optempo is stressing people and equipment, making it difficult for the United States Air Force (USAF) to prepare fully for potential combat operations in major regional conflicts. Beyond these current challenges, it is also likely that the USAF will be called upon to take on new MOOTW tasks over the next decade or so. The objectives of this study were threefold: (1) to help the USAF better understand the effects of current MOOTW on training and readiness, (2) to explore some options to reduce those effects, and (3) to propose new concepts of operation to enhance USAF capabilities to accomplish future MOOTW tasks. This report should be of interest to USAF planners and operators in the Air Staff, Major Command, and Numbered Air Force Headquarters and operational units, as well as to students of air and space power in the other services and the broader defense community.

"This report is a research byproduct that documents the Front End Analysis for development of the Brigade-Battle Staff Training System (BDE-BSTS). BDE-BSTS, a set of functional area training packages for brigade level staff officers, is a combination of text and computer based instruction (CBI). Sponsored by the Defense Advanced Research Projects Agency (DARPA), the BDE-BSTS was developed for use by the U.S. Army National Guard (ARNG). The prototype BSTS comprised 13 courses for training brigade staff officers in individual functional areas and those tasks required to prepare staffs for collective battle staff tasks. The BSTS program, sponsored under the DARPA program umbrella of Simulation in Training for Advanced Readiness (SIMITAR), is coordinated with three other programs: Simulation Based Mounted Brigade Training Program (SIMBART), Simulation Based Multiechelon Training for Armor Units (SlMTA), and Combat Service Support (CSS) Training System Development for the National Guard."--DTIC.

Lt Col R.A. Estilow explores the possibility that much of operations other than war (00TW) may be incompatible with the use of US military force. He believes political leaders may properly focus the diplomatic, political, economic, and informational elements of power on OOTW; but, often place too little regard on the specific object of the military element of power. Colonel Estilow reviews the military missions compiled today under OOTW, and then assesses the acceptability, feasibility, and suitability of using military combat force to pursue those missions. He observes that the decision to commit US military force to OOTW is critically important today. First, future trends of a changing world point toward developing a strategy that demands nontraditional forms and uses of military force. Second, we have already moved in this direction by rejecting the Weinberger Doctrine, which provided traditional criteria for commitment of military force. Most importantly, we have adopted a National Security Strategy of Engagement and Enlargement, which relies heavily upon and even aggressively seeks the more active involvement of the US military in OOTW. Colonel Estilow2s close examination of these issues highlights the purpose and importance of establishing explicit criteria for employment of US military force (combat force in hostile environments). Such a commitment of combat force abroad may present critical differences from the use of (noncombat) military forces in benign environments; for example, military engineers providing disaster relief. Next, he develops specific, qualitative criteria for the strategic decision to commit combat force. These criteria could guide the decision-making process to test the acceptability, feasibility, and suitability of using US military force for the specific mission under consideration. In broad terms, the test seeks to answer the following questions: Will political leaders and ultimately the American people support the mission? Are mobilized and usable resources sufficient for implementing the mission? Will the mission (if properly executed) attain, promote, or protect the political aim? Colonel Estilow then examines doctrinal military missions of OOTW to determine the risk of combat. He notes that current doctrine embraces no less than 28 OOTW missions. His analysis breaks these missions into three categories: category I (high risk), clearly combat missions; category II (moderate risk), benign intent but significant combat potential; category III (low risk), clearly humanitarian missions. The missions of each category are then assessed against the acceptability, suitability, and feasibility criteria to determine if military force is an appropriate instrument of power for these mission groups. Finally, his paper draws conclusions and makes recommendations to guide the future use of US military force for OOTW.

Air Force Doctrine Document (AFDD) 42, Civil Engineer doctrine, states the capability of a nation's Air Force is determined not only by the weapon system and weapon support system, but also by the basing system. The basing system 'includes infrastructure, people, materiel, and information needed to sustain the weapons system and the weapons support system'. Thus, people, specifically the training proficiency of those people, is a critical element in determining the Air Force's capability. With the breakup of the Soviet Union and Warsaw Pact, the strategic environment has changed so dramatically the United States military is no longer facing a single enemy. Many individuals also consider the United States the world's only remaining superpower. Thus, U.S. military forces are being deployed with greater frequency to support operations short of war, known as Military Operations Other Than War (MOOTW). When determining the Air Force's capability to support operations across the full spectrum of conflict, from war to MOOTW, the training proficiency of those forces is important. Of vital concern is the training proficiency of Air Force Civil Engineer (AFCE) Prime Base Engineer Emergency Force (BEEF) personnel. This study attempts to answer three questions regarding training proficiency of AFCE Prime BEEF personnel. These are: (1) Are tasks they perform different across the full spectrum of conflict? (2) Is current contingency training adequately preparing them to perform taskings across the full spectrum of conflict? (3) If the training is not adequate, what suggestions can improve this training so they are adequately prepared to perform these taskings? This study used a three step approach to answer these questions. First was to investigate historical development of AFCE Prime BEEF teams. Focus was on typical taskings they encountered in contingency environments and training received to prepare them for those taskings.
