As the first community to incorporate after Washington achieved statehood in 1890, the original city of Ballard has one of most storied histories in the state. Bordered by Salmon Bay, the famous Ballard Locks, a bascule bridge, and the Salish Sea, the longtime joke was that one needed a passport to enter. The convergence of protected water and rich forests made Ballard's resources a seasonal draw for the Shilshole branch of the Duwamish tribe and then homesteaders. Dating back to the first claim of 820 acres in 1852, Ballard has weathered waves of development and rare times of bust. Once known as the Shingle Capital of the United States, Ballard saw many of its mills burn, its fishing fleet endure, and its local museum become a national treasure. Ballard always rises again, as did the iconic bell, which graced its city hall before annexation and now anchors the Ballard Avenue Landmark District, from its wildly popular Farmer's Market by day to destination nightlife. Preserving Ballard celebrates what has always kept the community's independent spirit alive. Formed in 1988, the Ballard Historical Society is a nonprofit organization committed to the research, preservation, and public awareness of the Ballard community. The society maintains a growing interactive archive of photographs, media materials, and artifacts. Preserving Ballard showcases Ballard's spirit by providing historic knowledge and a deep sense of place to a district experiencing rapid change.

The first land claim in what would become the city of Ballard was made in 1852, but it wasn't until a ship captain named William Rankin Ballard lost a bet with a business partner and found himself the owner of 160 acres of seemingly worthless land that the city prospered and became the "Shingle Capital of the World." Incorporated in 1890, Ballard grew quickly, thanks to shingle and lumber mills and the Scandinavian fishing fleet. When a horse was supposedly found in the city water supply in 1906, reluctant Ballardites voted to be annexed to the city of Seattle, and the flag flew at half-staff at Ballard City Hall. Home to the Nordic Heritage Museum, Chittenden Locks, and the fishing fleet, this bustling city-within-a-city still retains its unique Scandinavian flavor to this day.

Public spaces are meant to serve and accommodate the needs of a diverse populace. These spaces are created in order to improve overall quality of life through access to open space in increasingly dense urban communities. In 2013 Seattle grew faster than any other city in the country (Seattle Times, 2014) further highlighting the need for this public amenity. Particular districts within the city of Seattle have experienced higher rates of growth than others, with the Ballard neighborhood being the frontrunner. This thesis focuses on designing a public space that responds to the growth of Ballard, particularly the impact this has had on the homeless population that has resided within the light industrial zoned area of the neighborhood since as far back as the late 1970's. While Seattle prides itself as a city heavily invested in the public process regarding how public spaces are created and managed, the homeless population has been omitted from this discussion. Furthermore, public spaces are increasingly systematically designed with the intention of removing this population, which arguably has more needs for this space than any other. My thesis explores this situation as it relates to the Ballard neighborhood of Seattle and demonstrates a design of one small space that focuses on the integration of the low- income and homeless population with the greater Ballard community. I chose to use a portion of the area underneath the Ballard Bridge as I felt it was well situated to achieve these goals. This integration is encouraged through a design that provides services that address the needs of a greater number of user groups than most public spaces, while improving the aesthetic and environmental quality of the underutilized portion of the site beneath the Ballard Bridge.

James Beeson was an Indiana farm boy till his father died when he was ten. He was never without a job. His mother cobbled together the means of maintaining a home for him for the next seven years without the intrusion of any governmental or charitable institution. He skipped the twelfth grade, enlisted in the Navy and was sent to Notre Dame University for his pre-med studies in their college training program (V-12). He graduated from Indiana Medical School in 1949 at the age of twenty-two. He is a board certified anesthesiologist (retired). He had five fine children by his first dear wife who died in 2002. Two of his sons are also anesthesiologists. In 2003 he married his wife's best friend who was a widow. He retired in 1996 and was a care giver for six years. He began writing books in 2009. He enjoys cruising, dinner with friends, Cubs' baseball, Jaguar football, good scotch and the love of his adored wife. He is chronically happy and healthy as of 2014.
