In the second half of 2020 and continuing into 2021, protests against racial injustice spread across the United States after the death of George Floyd while in the custody of Minneapolis Police Department officers. Members of the press covered these demonstrations, documenting what transpired and conveying the important messages involved. In so doing, the news media held law enforcement accountable through critical reporting on the actions of the police, with police officers responding in part by intimidating journalists in the field using force and arrest—this in the name of keeping the peace and protecting the public from further harm. What transpired during this troubled time cast a bright light on the contemporary relationship between the press and police in the United States. The relationship between these two fundamental institutions is, however, a long and complicated one, dating back to colonial British North America. In the mid-19th century, (1830s–1850s) both the press and the police began to take their modern forms, and since then have continued to develop, routinely interacting with each other as journalists and police officers often found themselves responding to the same crimes and events. At times, members of both institutions managed to co-exist or even cooperate and made efforts to help one another, while at other times they butted heads to the point of conflict, the professional boundaries between journalists and police officers seemingly blurred. As both the press and the police have fallen under deep scrutiny in more modern times, the present moment marks what is, perhaps, an opportune time to focus on the political, economic, social, and technological problems they face. In “Pressing the Police and Policing the Press,” Scott Memmel offers the first book-length study of the history and legal landscape of the press-police relationship. Each chapter focuses on interactions between the press and the police during a particular era, introducing relevant societal context and how both institutions evolved and responded to that context. Memmel concludes his study with recommendations on how, going forward, the press and the police might work together to tackle some of the similar issues they face and better serve the public.

Policing the Media is an investigation into one of the paradoxes of the mass-mediated age. Issues, events, and people that we "see" most on our television screens are often those that we understand the least. David Perlmutter examined this issue as it relates to one of the most frequently portrayed groups of people on television: police officers. Policing the Media is a report on the ethnography of a police department, derived from the author′s experience riding on patrol with officers and joining the department as a reserve policeman. Drawing upon interviews, personal observations, and the author′s black-and-white photographs of cops and the "clients," Perlmutter describes the lives and philosophies of street patrol officers. He finds that cops hold ambiguous attitudes toward their television comrades, for much of TV copland is fantastic and preposterous. Even those programs that boast gritty realism little resemble actual police work. Moreover, the officers perceive that the public′s attitudes toward law enforcement and crime are directly (and largely nefariously) influenced by mass media. This in turn, he suggests, influences the way that they themselves behave and "perform" on the street, and that unreal and surreal expectations of them are propagated by television cop shows. This cycle of perceptual influence may itself profoundly impact the contemporary criminal justice system, on the street, in the courts, and in the hearts and minds of ordinary people.

When police brutality becomes front-page news, it triggers a sudden, intense interaction between the media, the public, and the police. Regina Lawrence ably demonstrates how these news events provide the raw materials for looking at underlying problems in American society. Journalists, policy makers, and the public use such stories to define a problematic situation, and this process of problem definition gives the media a crucial role in our public policy debates. Lawrence extensively analyzes more than 500 incidents of police use-of-force covered by the New York Times and the Los Angeles Times from 1985 to 1994, with additional analysis of more recent incidents such as as the shooting of Amadou Diallo in New York. The incidents include but are not limited to those defined as "police brutality." Lawrence reveals the structural and cultural forces that both shape the news and allow police to define most use-of-force incidents, which occur in far greater numbers than are reported, she says. Lawrence explores the dilemma of obtaining critical media perspectives on policing policies. She examines the factors that made the coverage of the Rodney King beating so significant, particularly after the incident was captured on video. It is essential because in many cities, gun violence is the most pressing crime problem, making cities less liveable and dragging down economic development. There is no good alternative to police authority for gaining control of criminal gangs and interrupting cycles of retaliation. Increasing police effectiveness is possible due to considerable advances in the understanding of what works (and what doesn't) in the strategic use of police resources. In particular, innovations such as focused deterrence, hot spots policing, procedural justice, and enhanced shooting investigations have been widely studied and offer real promise if implemented correctly.
