The Prevent strategy, launched in 2007 seeks to stop people becoming terrorists or supporting terrorism both in the UK and overseas. It is the preventative strand of the government's counter-terrorism strategy, CONTEST. Over the past few years Prevent has not been fully effective and it needs to change. This review evaluates work to date and sets out how Prevent will be implemented in the future. Specifically Prevent will aim to: respond to the ideological challenge of terrorism and the threat we face from those who promote it; prevent people from being drawn into terrorism and ensure that they are given appropriate advice and support; and work with sectors and institutions where there are risks of radicalization which need to be addressed

Prevent Strategy is a collection of work from practitioners – youth workers and the police – and academics researching Prevent. This book examines overcoming the stigma attached to Prevent being implicitly racist, problems related to the section 26 duty, training staff on Prevent, creating safe spaces to have open discussions, problems regarding extremists’ online activity, and the law surrounding freedom of expression. Since its introduction, the UK’s Prevent strategy has been surrounded with controversy ranging from making the Muslim community a dangerous ‘suspect community’ to being another layer of police surveillance on individuals who have not been arrested or convicted of a crime. Despite amendments to the strategy – which now covers all forms of extremism – and adopting a multi-agency approach, these suspicions remain, exacerbated by the section 26 Counter-Terrorism and Security Act 2015 duty on specified authorities to prevent vulnerable people being drawn towards terrorism. This book's findings on the Prevent strategy will be an invaluable tool for staff in education, the health service, and the criminal justice agencies who carry out the section 26 duty. This report from the Communities and Local Government Committee (HCP 65, session 2009-10, ISBN 9780215545466) looks at "Preventing violent extremism". For the Committee, as delivered so far the Prevent programme has stigmatised and alienated those it is most important to engage, and tainted many positive community cohesion projects. Moreover, the government's strategy to limit the development of violent extremism in the UK sits poorly within a counter-terrorism strategy. The Committee has set out a number of improvements for the Prevent programme and calls on the government to clarify urgently how information collected for the purposes of project monitoring and community mapping under Prevent does not constitute 'spying' or 'intelligence gathering' of the type undertaken by the police or security services.

This book examines how de-radicalisation programmes have been portrayed in the media and details the role of public relations (PR) strategies employed by such programmes and Countering Violent Extremism (CVE) to create positive coverage of their work. CVE and de-radicalisation programmes have seen a significant rise in recent years and are now cornerstones of many countries’ counterterrorism strategies. Despite the increased importance of these tools to counter violent radicalisation leading to terrorism, they remain controversial and sometimes receive fierce public criticism and opposition. This work looks at how CVE and de-radicalisation programs are able to influence a country’s discourse on de-radicalisation, and how far governmental programs differ from non-governmental initiatives in terms of their PR strategies. The book also provides a theoretical basis of how the discourse on CVE is constructed in the media. As major case studies, this book examines the United Kingdom, Germany and Nigeria. For these countries, the authors have gathered and assessed roughly 3,000 newspaper articles on de-radicalisation programmes over a decade to provide an empirical base. In this report the Home Affairs Committee concludes that the internet is one of the most significant vehicles for promoting violent radicalism - more so than prisons, universities or places of worship, although direct, personal contact with radicals is in many cases also a significant factor. Although there are statutory powers under the Terrorism Act 2006 for law enforcement agencies to order unlawful material to be removed from the internet, the Committee recommends that internet service providers themselves should be more active in monitoring the material they host, with appropriate guidance, advice and support from the Government. The Government should work with internet providers to develop a code of practice for the removal of material which promotes violent extremism. There should be more support for civil society groups who want to challenge on-line extremist material. In addition, the Committee highlights: the need for better liaison and information-sharing between prison authorities, the police, the UK Border Agency and other relevant authorities following the release of prisoners who have been convicted of terrorist offences or who are otherwise considered to be at risk of violent radicalisation; the importance of reviewing the list of proscribed organisations - the prospect of de-proscription could create an incentive for organisations to renounce their support for violence; the threat from the far-right, so far not an organised threat. The current name of the counter-radicalisation strategy, "Prevent", should be changed to "Engage", to reflect a more supportive, partnership-based approach to working with those at risk of radicalisation.
