Genocide has been called 'a problem from hell' and despite vehement declarations of 'never again' it's a problem that continues to plague the world. The prevention of genocide and mass killing is arguably the greatest moral imperative resting on the United Nations (UN). The Genocide Convention was one of the first human rights instruments to be adopted by the UN, along with the Universal Declaration on Human Rights. However, in the immediate post-Second World War climate, it was assumed that, at least in peacetime, what states did to their own peoples within their own frontiers was largely their own business. There has been considerable progress since then. The Outcome Document adopted at the UN summit in September 2005 underlines the responsibility of the international community to protect threatened populations, a responsibility to be met through peaceful means but also, if these prove inadequate, by taking collective action through the UN Security Council. Further, it reaffirms the principle that protecting minority rights contributes to states' stability and cultural diversity.

Since 1993, interethnic violence between the 15 to 20 percent Tutsi minority and the 80 to 85 percent Hutu majority in Burundi has taken an estimated 150,000 lives. The continuation of the conflict helps place tens of millions of people at risk in Central Africa and erodes the international norm against genocide. Despite considerable time and effort, the world's peacemakers have been unable to stop the bloodshed and facilitate a political settlement. An examination of the international response to the crisis furnishes valuable lessons for peacemaking in Burundi and other areas of genocidal conflict. A long-term political settlement that took adequate account of Burundian history and circumstances would have three basic characteristics: (1) a form of democratic power sharing that was more majoritarian than consociational but provided significant protection for minority security and economic interests; (2) measures to address collective fears and memories of genocide by acknowledging past crimes and fixing individual responsibility for them; and (3) impartial outside military forces sufficient to control the Burundian military until it is reformed and ethnically integrated. However, as the democratization and power-sharing movements of the early 1990s indicated, a settlement is unlikely to develop without substantial international pressure and assistance. The lesson of these movements' tragic demise is that outside carrots and sticks must be focused on obtaining the engagement of all important parties, especially the powerful extremists, in compromise political negotiations.

This book is a frank and hopeful meditation on the recurring tragedy of genocide that should be read by anybody who cares about its prevention. Hirsch argues if we are to successfully confront, prevent, or control the most egregious aspects of genocidal violence, we must create containing political institutions and social mechanisms. But ultimately human nature must change to temper the worst excesses of genocidal violence, given its long and intractable historical presence. Hirsch looks hard at complex realities and proposes how to build a politics of prevention. Focusing on the United States, a political movement must be built that supports the politics of prevention in the international realm. Long-term prevention depends on changing how humans view each other, though. Creating a new ethic of life-enhancing behavior based on the ideology of universal human rights that is passed on from generation to generation via the process of political socialization ultimately is our best hope of preventing future genocides. This book begins with the fact that there is apparently nothing historically unique about human beings killing one another in relatively large numbers. Genocide appears to be a phenomenon that has been a part of human history since we began to record our worst excesses. Certainly it has been in the forefront of human consciousness as the last century came to its bloody conclusion. It is not an intractable problem. A mass movement to prevent genocide can be built, and once created it should pressure the federal government to focus its foreign policy on the prevention of genocide.
