This book applies risk society theory to the 'War on Terror', steering the discussion away from the militaristic discourse of the Bush era towards an emphasis on global cooperation and a new cosmopolitan agenda. The literature and rhetoric of the 'War on Terror' has been dominated by dramatic high-profile military campaigns and division in the international community. This overlooks the various multilateral practices and cooperative processes that are emerging to combat global terrorism. President Bush himself had initially been at pains to stress that his 'war' on terror would be like no other; it would involve not just military tools but financial, intelligence, police and diplomatic measures too. More than eight years later, the time is right for an in-depth evaluation of this 'other' war on terror. Yet these relatively mundane regulatory dimensions have received much less attention than the 'hot' wars in Afghanistan and Iraq, where ongoing difficulties suggest that military force alone is inadequate in controlling globalised terrorism. Many of the world’s 40,000 International NGOs (INGOs) work in places where terrorist financing, sanctions breaches, and diversion are key risks. Almost all of the top ten recipient countries of humanitarian aid alone in 2015 were high-risk jurisdictions, for example, receiving more than £7bn between them. When they feel safe to speak, sector workers share sobering stories about what might have happened to some of this money. As INGOs struggle to keep up with worsening humanitarian needs, diversion risks and their complexity remain daunting. The demands of internal stakeholders, donors, banks, and regulators are diverse and even contradictory. Public scrutiny has magnified, but is not always well-informed. Institutional donors transfer ever more risk to implementing partners, while some banks seek to avoid this business altogether, pushing some NGOs outside the global banking system. Looming over all of these converging pressures is a latticework of austere international sanctions and counter-terror regimes. It is no surprise that INGOs find themselves struggling to reconcile this complex set of expectations with their charitable missions. Yet the consequences of failing to do so can be severe; future funding is contingent on reputation, and serious offences litter the regulatory landscape. The implications of breaches can be existential for organisations and criminal for individuals. In the past eight years, there has been a massive increase in government spending on counterterrorism intervention development and implementation. Given this increase, there are two evidence-based policy questions that are important to address: Is there evidence that any of these programs are effective – in other words, can they be shown to be linked to reducing terrorism, terrorist recruiting, or to improving the response and management of terrorist events? Do these interventions have secondary or collateral effects that may be costly, harmful, illegal, beneficial, or otherwise? As Lum and Kennedy discovered in an evaluation research on counterterrorism interventions, only a minuscule number of empirical studies of terrorism exist and there is an almost complete absence of evaluation research on counter-terrorism strategies. This is startling given the enormous increases in the development and use of counter-terrorism programs, as well as spending on counter-terrorism activity. Even more disconcerting was the nature of the evaluations we did find; some programs were shown to either have no discernible effect on terrorism or lead to increases in terrorism. The emphasis of the need for empirical research in evaluating interventions and informing policy cannot be overstated, and is the primary goal of Evidence-Based Counterterrorism Policy.

ADRIANO DE MAIO IReR President This publication originated from the workshop on “Control and risk prevention of dangerous materials and crisis management” that took place in Sofia, Bulgaria, in March 2009. The basic idea is that international scientific cooperation can effectively contribute to security, stability and solidarity among nations, through increased collaboration, networking and capacity-building and supporting democratic growth and economic development in Partner Countries. We are all facing new needs and threats, deriving from a world changing constantly its social, political and economic dimension and, for this reason, the international dialogue through civil science represents a way forward to comm- ment to global common issues. In fact, the Lombardy Regional Institute for Research has developed some international activities aiming at establishing networks of scientists and experts in defined areas and subjects. Through one of these activities, the Institute entered in touch with the Science for Peace and Security Programme. In this framework, we decided to share the experience of Lombardy Region on transportation of dangerous materials (half of their total transport in Italy): research and studies in civil area conducted in Lombardy Region are considered the most innovative in Europe for the results obtained. Comparison with diverse international experiences is a great opportunity of implementing present results and applying them to different applications (from civil to anti-terrorism) and extending them to countries other than Italy.

As early as his Senate confirmation hearing, Department of Homeland Security (DHS) Secretary Michael Chertoff advocated a risk-based approach to homeland security. Secretary Chertoff has stated "DHS must base its work on priorities driven by risk" and, increasingly, risk assessment and subsequent risk mitigation have influenced all of the department's efforts intended to enhance our nation's ability to prevent, respond to, and recover from future terrorist attacks and natural disasters. While the practice of risk analysis may be advanced in the insurance and financial industries, it is relatively less developed in the homeland security field. Although there are numerous reasons that account for this dynamic, two primary reasons include (1) the dynamic nature of terrorism and ability of terrorists to adapt to successful countermeasures, and (2) the lack of a rich historical database of terrorist attacks, which necessitates a reliance on intelligence and terrorist experts for probabilistic assessments of types of terrorist attacks against critical assets and/or regions. This report begins with an overview of the evolution of risk assessment methodologies from the Department of Justice in FY2002 to DHS in FY2007, and then discusses the discipline of risk management and risk assessment as applied to Homeland Security Grant Program (HSGP). Terrorism risk analysis and assessment do not exist in a vacuum. Risk is analyzed and assessed as a means to mitigate or "buy down" risk over time by developing certain capabilities across the country. At DHS, the State Homeland Security Grant Program is the primary tool the agency has to influence the behavior of State and local partners to take actions that reduce what both parties agree are the risks of a terrorist attack and to respond effectively to such an attack, or other catastrophe. Regardless of the complexity of the risk assessment methodology, due to the inherent uncertainties associated with assessing risk in a dynamic counterterrorism context, some level of flexibility in managing risk may be necessary. Empirical data on historical terrorist attacks in the United States may, therefore, continue to play an important role in resource allocation to reduce risk. This report presents several risk assessment and related grant program options for congressional consideration: (1) maintain the status quo in the inextricably linked areas of risk assessment and grant allocation, (2) draft a national impact assessment to understand return on investment of the approximately $12 billion of HSGP spent by FY2008, (3) enhance the transparency of the risk allocation methodology to state and local governments, and (4) develop a comprehensive and long-term strategy for managing, assessing and mitigating risk. To achieve these goals, the department could opt to consider procedural or organizational changes. Possible approaches are discussed in the report's final section. This report may be updated.
