Since 9/11, counterterrorism has become a national and international priority. Research on violent extremism and terrorism, from homegrown threats to foreign fighters, has adapted accordingly but has not always translated into policymaking. Extremism can be traced to no single cause, and yet governments and law-enforcement agencies continue to spend millions on prevention efforts. Contributors to this book identify persistent challenges for counterterrorism and countering violent extremism and provide analysis from a variety of academic and professional perspectives. Countering Violent Extremism and Terrorism cautions against adopting a causal model to understand violent extremism and takes a critical look at how states have managed to cope with the global phenomenon of terrorism. By drawing on the expertise of researchers and practitioners from government, law enforcement, and the military, contributors identify past failures and offer guidance on how to correct these mistakes. With the collective goal of developing more effective strategies, the authors dispel common myths, discard counterproductive tactics, and point to countries in which policies have functioned as intended. As some terrorist organizations' influence wanes, others innovate and thrive, further challenging a state apparatus that is slow to adapt to these mutating threats. An essential and timely book, Countering Violent Extremism and Terrorism seeks to change how governments and policymakers consider and respond to security threats.

Although violent extremism is not a new phenomenon, it is increasingly recognized as a major challenge of our times. The recruitment of foreign fighters by extremist organizations, and its potential impact on public safety in the countries from which they come, is also emerging as a complex issue at the forefront of international preoccupations. This book presents the proceedings of the three day NATO Advanced Research Workshop, "Countering Violent Extremism Among Youth to Prevent Terrorism", held in Milan, Italy, in June 2014. The best way to respond to violent extremism in general, and the radicalization of disaffected youth in particular, is far from clear, but the stakes are so high and the potential threat to countries worldwide so great that inaction is not an option. The goal of the workshop was to enhance the capacity of policymakers and practitioners to design strategies that will achieve verifiable human-rights based outcomes to counter violent extremism. Subjects covered in the 19 papers which go to make up this book include: the causes or drivers of violent extremism; the factors which facilitate the recruitment of youth by violent extremist groups; the risk of growing Islamophobia in some Western and Central European countries; and proactive measures to counter the radicalization of youth. The book will be of interest to all those involved in policy development, prevention programs, de-radicalization programs or research aimed at countering violent extremism and the radicalization of young people.

This book provides an overview of preventing and countering violent extremism (P/CVE) to assist readers in developing a more complete understanding of P/CVE and the issues of radicalisation, disengagement and rehabilitation. It shines a light on some key P/CVE programmes and initiatives in Indonesia and is written to facilitate understanding preventing and countering violent extremism in a larger frame. It is intended to be of interest to civil society activists, security practitioners, communities, policy makers and researchers alike. It represents a collaboration, born out of partnership in the field, that brings together academic researchers and civil society activists from Indonesia and Australia. Around the world, far too little is known about Indonesian society in general and Indonesian Islam and civil society in particular. This is, in large measure, because of the barrier of language. This book represents a small, but hopefully significant, contribution to opening a window to Indonesia. The focus of this book is on the challenging issues entailed with violent and hateful extremism. The initiatives it portrays and the people it describes, and whose voices it channels, are filled with the hope of transforming the world to make it better.

The response of governments to terrorism is one of the most controversial issues of the twenty-first century. Balancing the desire to achieve security with the safeguarding of human rights has proved to be highly contentious. This book analyzes the international rule of law framework in which counter-terrorism responses occur, namely those of international human rights, humanitarian, criminal, and refugee law. It focuses on some of the most pressing, emerging and/or under-researched issues and tensions, including: the policy choices associated with meeting security imperatives; the tensions between the criminal justice approach to counter-terrorism and the military approach; the identification of lacunae within existing legal frameworks; and tensions between executive, judicial, and legislative responses. It addresses a wide range of issues, such as: an analysis of key legal principles; emergency and executive measures; radicalization; governmental impunity; classification, administration and treatment of battlefield detainees; extrajudicial and targeted killings; forms of, and treatment in, detention; non-refoulement; diplomatic assurances; interrogation versus torture; extraordinary rendition; discrimination; reparations for victims of terrorist attacks and security responses; (mis)use of military and immigration tribunals; judicial and institutional developed and emerging rule of law norms on terrorism; non-judicial oversight by means of democratic accountability; significance of rule of law principles to non-legal counter-terrorist policy; and the identification and analysis of best practices. Drawing together an impressive spectrum of legal and non-legal, national and institutional, practitioner, policy and academic expertise, this book is an unmissable reference work on all aspects of counter-terrorism policy.

Acts of terror and expressions of violent extremism are a confronting reality around the globe, and an ongoing threat in this country. Australians must remain vigilant against the spread of terror and extremism by supporters of Islamic State and other ideologically violent groups. How should Australia deal with the terrorist threat without unfairly targeting Muslim communities or infringing upon fundamental human rights? Why are some young Australians being drawn to Islamic State? The factors that result in radicalisation are complex and varied - are there smarter ways to counter violent extremism? This book focuses on the threat of terrorism and violent extremism in Australia and abroad; national security strategies and counter-terrorism laws in Australia; and explores ways of effectively countering extremism and radicalisation. How do we turn back the tide of fear in an age of increasing terror?

With recent changes in social and political landscapes around the world the focus of preventive counter-terrorism has shifted in many places from government to civil society. The contributors analyze the different approaches of Civil Society Organizations in preventing and countering violent extremism in various countries in South and Southeast Asia. The cases examined include, Malaysia, Indonesia, Myanmar, Sri Lanka and Bangladesh. The key emphasis is on understanding the context within which each example was initiated, and the factors that determined their relative success or failure. The evidence from these cases suggests that much can be achieved through empowering communities to engage in aiding both the indoctrinated and those who pose the greatest risk of radicalization. A valuable contribution to the literature on preventing and countering violent extremism.

This book presents original research on gender and the power dynamics of diverse forms of violent extremism, and efforts to counter them. Based on focus group and interview research with some 250 participants in Canada, France, Germany, the Netherlands and UK in 2015 and 2016, it offers insights from communities affected by radicalisation and violent extremism. It introduces the concept of gendered radicalisation, exploring how the multiple factors of paths to violent extremist groups – social, local, individual and global – can differ for both men and women, and why. The book also offers a critical analysis of gender and terrorism; a summary of current policy in the five countries of study and some of the core gendered assumptions prevalent in interventions to prevent violent extremism; a comparison of Jihadi extremism and the far right; and a chapter of recommendations. This book is of use to academics, policy-makers, students and the general reader interested in better understanding a phenomenon defining our times.

This report from the Communities and Local Government Committee (HCP 65, session 2009-10, ISBN 9780215545466) looks at "Preventing violent extremism". For the Committee, as delivered so far the Prevent programme has stigmatised and alienated those it is most important to engage, and tainted many positive community cohesion projects. Moreover, the government's strategy to limit the development of violent extremism in the UK sits poorly within a counter-terrorism strategy. The Committee has set out a number of improvements for the Prevent programme and calls on the government to clarify urgently how information collected for the purposes of project monitoring and community mapping under Prevent does not constitute 'spying' or 'intelligence gathering' of the type undertaken by the police or security services.
