Since 2004, the Food and Agriculture Organization of the United Nations (FAO) and the World Organisation for Animal Health (OIE) have cooperated in the Global Framework for the Progressive Control of Transboundary Animal Diseases (GF-TADs) to reduce the threat from transboundary animal diseases (TADs) to food security, livelihoods and safe trade. The GF-TADs is a coordination mechanism established to safeguard its Members from repeated incursions of infectious animal disease epidemics, to enhance safe trade in animals and animal products, and to improve food and nutrition security by reducing the damaging effects of TADs. To reach these long-term goals, the GF-TADs Strategy for 2021?2025 aims to enhance the control of TADs through the establishment of priority TADs strategies at the regional and sub-regional level, by developing the capacity to prevent and control TADs, and by improving the sustainability of priority TADs strategies through multi-disciplinary partnerships. The ultimate goals of the global strategy are to improve food security and nutrition, to reduce poverty and to enhance safe trade in livestock and animal products by reducing repeated incursions and the further spread of infectious disease epidemics. The GF-TADs Strategy was developed through a ‘Theory of Change’ model and is described as a series of objectives. Chapters describe the management of the GF-TADs Strategy, resource mobilization and a framework for monitoring and evaluation, with clear indicators. In addition, the strategy provides an overview of the GF-TADs governance model and its global priority diseases.

Animal health and economics are closely linked. Any decision taken to prevent, control and eliminate an animal disease is based not only on the technical knowledge available about a particular disease but also on the effectiveness and socio-economic aspects associated with interventions and mitigation measures implemented by governments, producers and all the actors along the livestock value chains. Economic rationale drives decisions in assessing particular investments which are likely to result in a benefit for society or for a specific stakeholder, including livestock farmers and communities. These guidelines prepared by FAO will contribute to a better understanding of the importance of economic analysis when assessing the impact of a particular animal disease in production, trade, market access, food security and livelihoods of rural communities, or when designing or implementing an animal health strategy at national, regional or global level. This framework will provide a good communication tool between animal health technicians, veterinarians and economists in developing countries and will encourage a well informed collaboration between veterinarians, animal health experts, economists and social scientists for livestock and socio-economic development. African swine fever (ASF) is a disease with a mortality rate close to 100 percent. There is no vaccine and no conventional treatment against the disease. To reduce the effects caused by ASF outbreaks, optimal response mechanisms against probable ASF emergency disease situations need to be planned and rehearsed so that the disease can be controlled and eradicated in the most rapid and cost-effective way. These plans should be refined from time to time through simulation exercises and personnel should be trained in their individual roles and responsibilities. This manual provides information on the nature of ASF, and on the principles of, and strategic options for its prevention, control and elimination. Guidelines are given for individual countries threatened by ASF to formulate their own national policy on control and eradication of a possible incursion of the disease. The manual identifies both personnel and equipment and other facilities that are needed in a national ASF contingency plan. An outline of the suggested format and contents of a national contingency plan is also provided as a guide, which can be modified to suit the needs and circumstances of individual countries.
