This WHO oral health briefing note series focuses on prevention and treatment of dental caries (tooth decay) with mercury-free products and minimally invasive interventions. Dental caries is a major public health problem globally as the disease affects all age groups. The first section of the briefing note series explains why mercury-free materials and products and minimally invasive interventions are important. The following sections of the document describe six essential strategies using mercury-free products and minimally invasive intervention approaches to prevent and treat dental caries: fluoride toothpaste, fluoride varnish, glass ionomer cement sealants, glass ionomer cement restorations, silver diamine fluoride and composite resin restorations. The document was developed in the context of the COP4 of the Minamata Convention on Mercury; a global treaty that aims to protect human health and the environment from emissions and releases of mercury and mercury compounds. The Minamata Convention recommends the use of cost-effective and clinically effective mercury-free products for dental restoration. The briefing note series is not primarily intended for oral health care providers but for non-specialist readers and the public at large.

The 24th meeting of the WHO Expert Committee on Selection and Use of Essential Medicines was held in Geneva, Switzerland, from 24 to 28 April 2023. The Committee considered 85 applications proposing additions, changes and deletions of medicines, medicine classes and formulations on the Model Lists of Essential Medicines. The Committee evaluated the scientific evidence for effectiveness, safety and cost- effectiveness of the medicines in question. The Committee also considered a review of the age-appropriateness of formulations of essential medicines for children, the AWaRe classification of antibiotics, and other matters relevant to the selection and use of essential medicines.

The landmark resolution WHA74.5 (2021) on oral health requested WHO to develop, by 2022, a draft global strategy on tackling oral diseases for consideration by WHO governing bodies in 2022 and by 2023; to translate the global strategy into an action plan for oral health. The Global Oral Health Action Plan provides concrete guidance to progress the oral health agenda in countries and proposes a monitoring framework with targets to track progress towards 2030. Combined, these policy documents set the Global oral health agenda towards 2030 with the action plan at the centre, as it translates how to achieve the ambition set out in the strategy and the mandate of the Resolution on oral health.
