Violence against women and children is a serious public health concern, with costs at multiple levels of society. Although violence is a threat to everyone, women and children are particularly susceptible to victimization because they often have fewer rights or lack appropriate means of protection. In some societies certain types of violence are deemed socially or legally acceptable, thereby contributing further to the risk to women and children. In the past decade research has documented the growing magnitude of such violence, but gaps in the data still remain. Victims of violence of any type fear stigmatization or societal condemnation and thus often hesitate to report crimes. The issue is compounded by the fact that for women and children the perpetrators are often people they know and because some countries lack laws or regulations protecting victims. Some of the data that have been collected suggest that rates of violence against women range from 15 to 71 percent in some countries and that rates of violence against children top 80 percent. These data demonstrate that violence poses a high burden on global health and that violence against women and children is common and universal. Preventing Violence Against Women and Children focuses on these elements of the cycle as they relate to interrupting this transmission of violence. Intervention strategies include preventing violence before it starts as well as preventing recurrence, preventing adverse effects (such as trauma or the consequences of trauma), and preventing the spread of violence to the next generation or social level. Successful strategies consider the context of the violence, such as family, school, community, national, or regional settings, in order to determine the best programs.

Violence against Women and Girls: Lessons from South Asia examines the prevalence and factors associated with various types of violence against women and girls in Afghanistan, Bangladesh, Bhutan, India, Maldives, Nepal, Pakistan, and Sri Lanka. It analyzes the nature of violence throughout the life cycle and highlights gaps where intensive research or interventions might be undertaken. Analyses of the most recent data reveal that South Asia has the world's highest levels of excess female child mortality and child marriage. The prevalence of intimate partner violence also remains unacceptably high, particularly for married adolescents. Reliable data are limited for other forms of violence. The number and intensity of efforts to address violence in the region are truly impressive and yield promising practices for future action. Important challenges remain, however--particularly the need for more rigorous evaluation and the urgency for actors to engage across forms of violence and to more systematically involve men and boys in addressing this violence. Different stakeholders have distinct roles to play if the region is to make progress in violence prevention and response, including increased funding of programs and evaluations. Violence against women remains one of the most pervasive human rights violations in the world today, and it permeates every society, at every level. Such violence is considered a systemic, widespread and pervasive human rights violation, experienced largely by women because they are women. Yet at the international level, there is a gap in the legal protection of women from violence. There is currently no binding international convention that explicitly prohibits such violence; or calls for its elimination; or, mandates the criminalisation of all forms of violence against women. This book critically analyses the treatment of violence against women in the United Nations system, and in three regional human rights systems. Each chapter explores the advantages and disadvantages coming from the legal instruments, the work of the monitoring systems, and the resulting findings and jurisprudence. The book proposes that the gap needs to be addressed through a new United Nations Convention on the Elimination of All Forms of Violence against Women, or alternatively an Optional Protocol to the Convention on the Elimination of all Forms of Discrimination against Women. A new Convention or Optional Protocol would be part of the transformative agenda that is needed to normatively address the promotion of a life free of violence for women, the responsibility of states to act with due diligence in the elimination of all forms of violence against all women, and the systemic challenges that are the causes and consequences of such violence.

Violence against women and girls (VAWG) is a global public health crisis and human rights violation, with adverse consequences for women and girls, economies as a whole, and future generations. Existing multicountry evidence suggests that the high prevalence of VAWG in low- and middle-income countries could be holding back advances in many priority areas — such as education (Gennari et al. 2014), health (Ellsberg et al. 2008), nutrition (Yount et al. 2011), adaptation to climate change (Le Masson et al. 2019), and adoption of sustainable livelihoods (Morrison and Orlando 2004). In the context of agricultural development, VAWG can reduce agency (Theis et al. 2018) — preventing women from seeking control over assets and income (instrumental agency), participating in groups (collective agency), and building self-worth (intrinsic agency). In addition, fear of sexual harassment and/or sexual violence in public spaces can induce girls or women to choose lower quality educational outcomes (Borker 2021), limit their opportunities for safe and decent work (Nordehn 2018), and depress their labor market participation (Chakraborty et al. 2018, Siddique 2021).
