Excerpt from Primary and General Election Laws of the State of Oklahoma Be it Resolved by the Legislature of the State of Oklahoma: That the joint resolution which passed the House of Representatives on April thirteenth, 1911, and passed the Senate on June twelfth, 1911, proposing an amendment to the Constitution of the United States providing that Senators shall be elected by the people of the several states, is hereby ratified as follows: Thatin lieu of the first paragraphof "SectionThree, Article One."ofthe Constitution of the UnitedStates, and in lieu of so muchof"Paragraph Two" of the samesectionasrelates to the fillingofvacancies, the following be proposed asanamendment to the Constitution which shall be valid to all intents and purposes as part of the Constitution when ratified by the Legislatures of three-fourths of the States: "The Senate of the United States shall be composed of two Senators from each State, elected by the people thereof, for six years; and each Senator shall have one vote. The electors in each State shall have qualifications requisite for electors of the most numerous branch of the State Legislatures." When vacancies happen in the representation of any State in the Senate, the executive authority of such shall issue writs of election to fill such vacancies;'' "Provided, That the Legislature of any State may empower the executive thereof to make temporary appointments until the people fill the vacancies by election as the Legislature may direct." "This amendment shall not be so construed as to affect the election or term of any Senator chosen before it becomes valid as part of the Constitution." Passed the House of Representatives February 12, 1913. Passed the Senate February 24, 1913. Approvd March 5. 1913. Excerpt from Michigan Primary Election Laws Sec. 3. The words primary or primary election, as used in this act, shall be construed to mean an election for the purpose of deciding by ballot who shall be the nominees of political parties for the offices named in this act or for the election by ballot of delegates to political conventions. The words qualified elector shall be construed to mean an elec tor who is qualified under the general election law, to vote for a member of the legislature in this State. Sec. 4. No person shall be permitted to vote at any pri mary election held in this State, unless he shall be a regis tered and qualified elector of this State: Provided, how ever, That any qualified elector may be registered and be eligible to vote at any primary election if he shall appear in person before the city or township clerk or other officer in charge of the registration book, and take the oath required as to qualifications for registration, and request that his name be registered therein. The inspectors shall register any person who shall on any primary day appear and make oath or affirmation to the effect that he is a qualified elector in such precinct, or when they personally know him to be such. Any person registered on any primary day as prescribed herein, shall be, entitled to vote at the succeeding election without other registration. There shall be no other registra tion day or days for either a primary, a general or a city election, except that prescribed by the general election laws and in this act. Excerpt from Laws Governing General Elections and Primary Elections in the State of Florida Section 170. Who Are Qualified Electors. - Every male person of the age of twenty-one years and upwards, that shall at the time of registration be a citizen of the United States, and shall have resided and had his habitation, domicile, home and place of permanent abode in Florida for one year* and in the county for six months, shall, if otherwise qualified according to law in such county, be deemed a qualified elector at all elections under the Constitution. Naturalized citizens of the United States, at the time of and before registration, shall produce to the registration officer their certificates of naturalization or duly certified copies thereof, and shall make oath that they are the identical persons named in such certificate, before they shall be allowed to register; Provided, That the following classes of persons shall not be entitled to vote: First. Persons not duly registered according to law. Second. Persons under guardianship, including those kept in or confined in any public prison. Third. Persons who are insane or idiotic. Fourth. Persons who may have been convicted of felony by any court of record. Fifth. Persons who may have been convicted of bribery, perjury, or larceny, or of any infamous crime in any court of this State, or any other State, or interested in any bet or wager the result of which shall depend upon any election, or that shall hereafter fight a duel, or send, knowingly carry or accept a challenge to fight, or that shall be a second to either party, or that shall be the bearer of such a challenge or acceptance; but the legal disability shall not accrue until after trial and conviction by due form of law.
