This volume explores French partisan warfare in the Spanish Netherlands during the Dutch War (1672-78). It considers such practices as contributions, fire-raids, and blockades before sieges. The author relies extensively on archival sources, and in many cases explores events that have been passed over by similar studies. Louis XIV and his generals used partisan warfare to fit a strategy of exhaustion to ensure territorial conquest. The French army's reliance on partisan warfare reveals the limitations of the war-making potential of Louis XIV's state; at the same time it leads to the emergence of a more modern practice of military operations to pursue theater-strategic objectives.

In early modern times, warfare in Europe took on many diverse and overlapping forms. Our modern notions of ‘regular’ and ‘irregular’ warfare, of ‘major war’ and ‘small war’, have their roots in much greater diversity than such binary notions allow for. While insurgencies go back to time immemorial, they have become conceptually fused with ‘small wars’. This is a term first used to denote special operations, often carried out by military companies formed from special ethnic groups and then recruited into larger armies. In its Spanish form, guerrilla, the term ‘small war’ came to stand for an ideologically-motivated insurgency against the state authorities or occupying forces of another power. There is much overlap between the phenomena of irregular warfare in the sense of special operations alongside regular operations, and irregular warfare of insurgents against the regular forces of a state. This book demonstrates how long the two phenomena were in flux and fed on each other, from the raiding operations of the 16th century to the ‘small wars’ or special operations conducted by special units in the 19th century, which existed alongside and could merge with a popular insurgency. This book is based on a special issue of the journal Small Wars & Insurgencies.

Christopher Storrs presents a fresh new appraisal of the reasons for the survival of Spain and its European and overseas empire under the last Spanish Habsburg, Carlos II (1665-1700). Hitherto it has been largely assumed that in the 'Age of Louis XIV' Spain collapsed as a military, naval and imperial power, and only retained its empire because states which had hitherto opposed Spanish hegemony came to Carlos's aid. However, this view seriously underestimates the efforts of Carlos II and his ministers to raise men to fight in Spain's various armies - above all in Flanders, Lombardy, and Catalonia - and to ensure that Spain continued to have galleons in the Atlantic and galleys in the Mediterranean. These commitments were expensive, so that the fiscal pressures on Carlos' subjects to fund the empire continued to be considerable. Not surprisingly, these demands added to the political tensions in a reign in which the succession problem already generated difficulties. They also put pressure on an administrative structure which revealed some weaknesses but which also proved its worth in time of need. The burden of empire was still largely carried in Spain by Castile (assisted by the silver of the Indies), but Spain's ability to hang onto empire was also helped by a greater integration of centre and periphery, and by the contribution of the non-Castilian territories, notably Aragon in Spain and Naples in Spanish Italy. This book radically revises our understanding of the last decades of Habsburg Spain. As Storrs demonstrates, it was a state and society more clearly committed to the retention of empire - and more successful in achieving this - than historians have hitherto acknowledged.

The two centuries that chronologically bind the topics in this volume span a period in which Europe was in its global ascendancy. The projection of imperial powers reflected the increasing centralization of states. The ability of state institutions to control and pay for the acquisition, protection and maintenance of empires could only be achieved when internal threats abated and centralized bureaucratic states emerged. Expansion, however, was not uniform, and the desire to export power was often limited by economic considerations and internal political and social conflict. Nevertheless, between 1618-1850 hegemonic empires were established and yet, the incidence of conflict between them declined in the years after 1815. This volume explores the various factors related to the projection and limitation of imperial powers in the western world. Contributors are Jeremy Black, Paul W. Schroeder, John A. The growing military, political and socio-economic costs for all belligerents as the Great War entered its fourth year were increasingly evident, liberal democracies and authoritarian states alike having to remobilise public opinion for yet greater sacrifices.
