This paper presents an innovative approach to prioritizing development policy research in Sudan with the specific objective of informing the research agenda of the Sudan Strategy Support Program (Sudan SSP) of the International Food Policy Research Institute (IFPRI). The key steps in this process were: A review of relevant priority setting methods and existing government strategies, Pre-selection of research themes, Selection of national and international experts, Design and conduct priority setting workshop; and Priority matrix construction and paper writing. The paper suggests key research priorities for Sudan, which are both highly relevant to Sudan’s current and future development policy agenda and consistent with IFPRI’s own comparative advantage and strategy. It identifies research areas and topics under five main themes, namely: 1. Agricultural production, 2. Markets and trade, 3. Livelihoods and nutrition, 4. Development strategy and investment planning, and 5. Increasing resilience of farming under growing climate challenges. Tackling the priority research tasks identified in this paper, for these five themes, is expected to help reduce poverty and improve food and nutrition security in Sudan. However, strengthening the links between policy research and decision-making will be crucial to ensure that evidence-based solutions are relevant and have a positive impact on people’s lives.

Agricultural mechanization in Africa south of the Sahara — especially for small farms and businesses — requires a new paradigm to meet the needs of the continent’s evolving farming systems. In recent years, the world has seen unprecedented attention and political commitment to addressing malnutrition. Milestones such as the Scaling Up Nutrition (SUN) Movement, the Lancet Maternal and Child Nutrition Series, and the Second International Conference on Nutrition (ICN2) have marked the rapid rise of nutrition on the global policy and research agenda. These developments reverse years of relative neglect for nutrition. Undernutrition is a global challenge with huge social and economic costs. It kills millions of young children annually, stunts growth, erodes child development, reduces the amount of schooling children attain, and increases the likelihood of their being poor as adults, if they survive. Stunting persists through a lifetime and beyond—underweight mothers are more likely to give birth to underweight children, perpetuating undernutrition across generations. Undernutrition reduces global gross domestic product by US$1.4–$2.1 trillion a year—the size of the total economy of Africa south of the Sahara.

The world’s population is expected to reach 9.8 billion in 2050. Meanwhile, concurrent rises inincomes and urbanization are driving increased consumption of meat, dairy, and biofuels.Meeting the demand for food, feed, and biofuel will require a global production increase of almost50 percent relative to 2012. Production in South Asia and Sub-Saharan Africa—where 95 percentof farms are smaller than five hectares—must double at a minimum.A key element of policies to increase food production will be promoting improved food quality,as the health costs of too much, too little, and the wrong types of food become increasinglyevident. Additional initiatives must address how to reduce food losses; globally, one-third of foodproduction is lost or wasted at different stages in the food chain each year. Climate change isbringing further stressors.These challenges also present opportunities. Around the world, 450 million smallholder farmersare plagued by low productivity and poor access to inputs, technology, knowledge, financing, andmarkets. Agribusinesses are increasingly working directly with smallholder farmers in low- andmiddle-income countries to help secure a sustainable supply of key agricultural commodities whileboosting rural incomes and economic growth.
