Excerpt from Prisoners of War in Britain 1756 to 1815: A Record of Their Lives, Their Romance, and Their Sufferings Two influences have urged me to make a study of the subject of the prisoners of war in Britain. First: the hope that I might be able to vindicate our country against the charge so insistently brought against her that she treated the prisoners of war in her custody with exceptional inhumanity. Second: a desire to rescue from oblivion a not unimportant and a most interesting chapter of our national history. Whether my researches show the foregoing charge to be proven or not proven remains for my readers to judge. I can only say that I have striven to the utmost to prevent the entrance of any national bias into the presentation of the picture. As to the second influence. It is difficult to account for the fact that so interesting a page of our history should have remained unwritten. Even authors of fiction, who have pressed every department of history into their service, have, with about half a dozen exceptions, neglected it as a source of inspiration, whilst historical accounts are limited to Mr. Basil Thomson's Story of Dartmoor Prison, Dr. T. J. Walker's Norman Cross, and Mr. W. Sievwright's Perth Depdt, all of which I have been permitted to make use of, and local handbooks. During the French Revolutionary and Napoleonic Wars, over 200,000 prisoners of war of many nationalities were brought to Britain to be held in the infamous prison hulks, land prisons and parole depots. Many prisoners languished in captivity for over eleven years. This book tells the story of these men and women. Hell Upon Water examines how prisoners of war were acquired by the British, how they were fed, clothed and accommodated by the Transport Board of the Admiralty. The larger prisons such as Dartmoor, Portchester Castle and Norman Cross are described in detail, alongside the smaller lesser known depots of Forton, Stapleton, and Mill Bay. It compares the treatment of French prisoners with that of Britons in France, and also tells the stories of officers who fell in love with local girls and married, and those who fought to escape.

The issue of prisoners in war is a highly timely topic that has received much attention from both scholars and practitioners since the start of the military operations in Afghanistan and Iraq and the ensuing legal and political problems concerning detainees in those conflicts. This book analyses these contemporary problems and challenges against the background of their historical development. It provides a multidisciplinary yet highly coherent perspective on the historical trajectory of legal and ethical norms in this field by integrating the historical analysis of war with a study of the emergence of the modern legal regime of prisoners in war. In doing so, it provides the first comprehensive study of prisoners, detainees and internees in war, covering a broad range of both regular and irregular wars from the crusades to contemporary counterinsurgency campaigns. The book revolves around two major developments: First, there has been a continuous increase in the political relevance of prisoners in war, in particular since the emergence of POW camps in the nineteenth century. Secondly, and related, the growth in the legal regime pertaining to prisoners had contradictory consequences. Whilst it enhanced the protection of prisoners in regular conflicts, its state-centric bias tends to exclude combatants who do not fit the template of regular inter-state war. Detainees in the 'war on terror' embody both tendencies, the development of which, however, is by no means a novel phenomenon. This book is a project of the Oxford Leverhulme Programme on the Changing Character of War.
