Drawing upon extensive fieldwork in two contrasting English maximum security prisons, the authors systematically compare this institutional order, including the differing control strategies deployed in each, as seen by both custodians and captives, controllers and controlled. This book challenges the widely held view that inmates create prison gangs to promote racism and violence. On the contrary, gangs form to create order. Most people assume that violent inmates left to themselves will descend into a chaotic anarchy, but that's not necessarily the case. This book studies the hidden order of the prison underworld to understand how order arises among outlaws. It uses economics to explore the secret world of the convict culture, inmate hierarchy, and prison gang politics. Inmates engaged in illegal activity cannot rely entirely on state-based governance institutions, such as courts of law and the police, to create order. Correctional officers will not resolve a dispute over a heroin deal gone wrong or help kill a predatory rapist. Yet, the inmate social system is relatively orderly and underground markets flourish. In today's prisons, gangs play a pivotal role in protecting inmates and facilitating illicit commerce. They have sophisticated internal structures and often rely on elaborate written constitutions. To maintain social order, gangs adjudicate conflicts and orchestrate strategic acts of violence to negotiate the competing demands of inmates, gang members, and correctional officers. Every year millions of families are affected by the imprisonment of a family member. Children of imprisoned parents alone can be counted in millions in the USA and in Europe. It is a bewildering fact that while we have had prisons for centuries, and the deprivation of liberty has been a central pillar in the Western mode of punishment since the early nineteenth century, we have only relatively recently embarked upon a serious discussion of the severe effects of imprisonment for the families and relatives of offenders and the implications this has for society. This volume provides an overview of intervention and management strategies for dealing with terrorist and extremist offenders in prisons. The management of terrorist and extremist prisoners has long been recognised as a difficult problem in prisons. In most countries, such offenders are relatively rare, but when their numbers increase these prisoners can undermine the effectiveness and safety of the prison system. At a global level there is an increasing recognition of the problem of militant jihadi extremists in prison and their ability to recruit new members among other prisoners. The numbers of such prisoners are low but growing and, as a result, prisons are becoming centres of radicalisation; indeed, in some cases, terrorist plots appear to have been based entirely on networks that were radicalised in prison. This volume presents an expertly informed assessment of what we know about terrorists, extremists and prison, exploring the experience of a wide range of countries and of different political movements.
