Penal practices have undergone important transformations over the period from 1990 to 2003. Part of this transformation included a serious flirtation with a liberal penal project that went wrong. A significant contributory factor in this unfortunate turn of events was a lack of clarity, by those working in and managing prisons, about important terms such as 'justice', 'liberal', and 'care', and how they might apply to daily penal life. Official measures of the prison service seem to lack relevance to many who live and work in prison and to their critics. The author proposes that a truer test of the quality of prison life is what staff and prisoners have to say about those aspects of prison life that 'matter most': relationships, fairness, order, and the quality of their treatment by those above them. The book attempts a detailed analysis and measurement of these dimensions in five prisons. It finds significant differences between establishments in these areas of prison life, and some departures from the official vision of the prison supported by the performance framework.

This interdisciplinary volume presents a nuanced critique of the prison experience in diverse detention facilities across Africa. The book stresses the contingent, porous nature of African prisons, across both time and space. It draws on original long-term ethnographic research undertaken in both Francophone and Anglophone settings, which are grouped in four parts. The first part examines how the prison has imprinted itself on wider political and social imaginaries and, in turn, how structures of imprisonment carry the imprint of political action of various times. The second part stresses how particular forms of ordering emerge in African prisons. It is held that while these often involve coercion and neglect, they are better understood as the product of on-going negotiations and the search for meaning and value on the part of a multitude of actors. The third part is concerned with how prison life percolates beyond its physical perimeters into its urban and rural surroundings, and vice versa. It deals with the popular and contested nature of what prisons are about and what they do, especially in regard to bringing about moral subjects. The fourth and final part of the book examines how efforts of reforming and resisting the prison take shape at the intersection of globally circulating models of good governance and levels of self-organisation by prisoners. Despite major political and economic gains, crime has increased in every Latin American country over the past 25 years, currently making this region the most crime-ridden and violent in the world. Over the past two decades, Latin America has enjoyed economic growth, poverty and inequality reduction, rising consumer demand, and spreading democracy, but it also endured a dramatic outbreak of violence and property crimes. In More Money, More Crime, Marcelo Bergman argues that prosperity enhanced demand for stolen and illicit goods supplied by illegal rackets. Crime surged as weak states and outdated criminal justice systems could not meet the challenge posed by new profitably criminal enterprises. Based on large-scale data sets, including surveys from inmates and victims, Bergman analyzes the development of crime as a business in the region, and the inability-and at times complicity-of state agencies and officers to successfully contain it. While organized crime has grown, Latin American governments have lacked the social vision to promote sustainable upward mobility, and have failed to improve the technical capacities of law enforcement agencies to deter criminality. The weak state responses have only further entrenched the influence of criminal groups making them all the more difficult to dismantle.
