Information technology and the use of computers have created many changes in the environments in which they are used. Information technology and the use of computers have probably impacted health care institutions as much as they have impacted society. The primary purpose of this study was to ascertain the nature of ethical issues surrounding privacy and confidentiality as health care settings implement increasing amounts of information technology. The questions guiding the study included: (1) What are the emerging ethical issues that arise when deploying greatly increased amounts of information technology? (2) Are the emerging issues fundamentally the same or different than currently existing ethical issues? A set of procedures was developed to: (a) identify identify the ethical issues, (b) determine whether the issues are the same or different than in the past, and (c) determine how these differences will affect health care. The researcher concluded: (1) The core issues of privacy and confidentiality have not changed. (2) The EMR will have a positive impact on Healthcare. (3) Access can be controlled by passwords. (4) How information is handled has changed. Implications and Recommendations for the research include. Information technology can be used for faster turn-around of patient information which would result in better patient care, shorter patient stays, and better information as to how and when decisions are made for the care of the patient. The two areas of allowing the patient to have complete access to his/her record and how information flows and when critical decisions are made will have the greatest impact on health care.

The potential of the e-health revolution, increased data sharing, database linking, biobanks and new techniques such as geolocation and genomics to advance human health is immense. For the full potential to be realized, though, privacy and confidentiality will have to be dealt with carefully. Problematically, many conventional approaches to such pivotal matters as consent, identifiability, and safeguarding and security are inadequate. In many places, research is impeded by an overgrown thicket of laws, regulations, guidance and governance. The challenges are being heightened by the increasing use of biospecimens, and by the globalization of research in a world that has not globalized privacy protection. Drawing on examples from many developed countries and legal jurisdictions, the book critiques the issues, summarizes various ethics, policy, and legal positions (and revisions underway), describes innovative solutions, provides extensive references and suggests ways forward.

Handling personal and often sensitive information is central to daily practice in social and health services. However, the increasing emphasis on multi-disciplinary and inter-agency working required for effective, joined-up services presents new challenges and dilemmas in preserving citizens' rights to privacy. This book examines key philosophical, ethical and legal issues in the area of privacy and confidentiality and explores their implications for policy and practice. ,Offering a range of analytical frameworks the book focuses on different practice areas, including health and social care, children's services and criminal justice. The contributors from disciplines including law, philosophy, anthropology and the personal service professions bring their direct personal experience of working to create new systems and practices in a turbulent policy environment. The book provides a synoptic multi-disciplinary view of this increasingly challenging area where technological development, civil liberties, surveillance, health and welfare become inexorably intertwined. The book will be of key interest to professionals, managers, policy makers and academics in the health and personal social services. Students of social work, probation, medicine, nursing and professions allied to medicine will find a common multidisciplinary framework for their respective professional concerns to protect the interests and promote the wellbeing of clients, their families and the wider community.

Cloud computing is a computing paradigm in which organizations can store their data remotely in the cloud (Internet) and access applications, services and infrastructure on-demand from a shared pool of computing resources. It is clear that cloud technologies have proven a major commercial success over recent years (since the appearance of products and cloud offerings like Amazon EC2 and Microsoft Azure). According to Gardner, Cloud Computing will play a large part in the ICT (Information and Communication Technologies) domain over the next 10 years or more, since it provides cost-savings to enterprises thanks to virtualization technologies, opening gates for new business opportunities as well. However, Cloud Computing has to face several challenges and issues. Storing and processing data out of the boundaries of your company raises security and privacy concerns by itself. Nowadays information is the commodity of XXI century, and certain information can mean power and market advantage. As pointed out by Andreas Weiss, Director of the EuroCloud, in an interview we held with him, data is one of the most important and valuable resource any company has. Therefore, security mechanisms to protect this data are necessary to make the right choices and decisions for the company without worrying about data safety. In the paradigm of Cloud Computing we will have to trust a Cloud Service Provider (CSP), creating an extra dependency to a third party which some customers, depending on the value of their data, will inevitably feel uncomfortable. Outsourcing business data in a place not owned by oneself can scare organizations from using the benefits of Cloud Computing in an optimal way.

Featuring contributions from leading scholars of health privacy law, this important volume offers insightful reflection on issues such as confidentiality, privacy, and data protection, as well as analysis in how a range of jurisdictions—including the US, the UK, Europe, South Africa, and Australia—navigate a rapidly developing biomedical environment. While the collection of personal health information offers the potential to drive research and innovation, it also generates complex legal and ethical questions in how this information is used to ensure the rights and interests of individuals and communities are respected. But in many ways laws have struggled to keep pace with technological developments. This book therefore seeks to fill a lacuna for legal insight and reflection. Over three parts, the book first explores the conceptual landscape which law and legal institutions must contend, and then turns to examine practical issues such as the GDPR, secondary use of data for research, genomic research, and data trusts. With cutting-edge analysis drawing on domestic and international case law, legislation, and policy, this comprehensive volume will prove fascinating reading for all students and researchers interested in this evolving and contentious area of study.

Innovations In Federal Statistics written by National Academies of Sciences, Engineering, and Medicine and has been published by National Academies Press this book supported file pdf, txt, epub, kindle and other format this book has been release on 2017-04-21 with Social Science categories.

Federal government statistics provide critical information to the country and serve a key role in a democracy. For decades, sample surveys with instruments carefully designed for particular data needs have been one of the primary methods for collecting data for federal statistics. However, the costs of conducting such surveys have been increasing while response rates have been declining, and many surveys are not able to fulfill growing demands for more timely information and for more detailed information at state and local levels. Innovations in Federal Statistics examines the opportunities and risks of using government administrative and private sector data sources to foster a paradigm shift in federal statistical programs that would combine diverse data sources in a secure manner to enhance federal statistics. This first publication of a two-part series discusses the challenges faced by the federal statistical system and the foundational elements needed for a new paradigm.
