Trade liberalisation is a factor that induced a change in policy and development strategy, the substitution of imports by export in the Mediterranean and elsewhere. This transition has led to the involvement of a large number of producers in export activities and in global or regional supply chains. Many food supply chains span across countries or regions and involve a variety of different operators. Ensuring food safety and production quality, processing and trading practices all along these global chains is a real challenge. This is why, food and safety standards have proliferated in the past decades and are increasingly used to govern food safety and quality issues related to agro-food value chains. The private sector in Arab countries is widely expected to achieve a higher rate of growth and contribution to the national economy than the current levels. To attain this goal, private companies must maintain their competitiveness and market position in export markets. Until recently, exports in most Arab countries have received substantial support from national governments. But current trends indicate that levels of government backing will decline and private companies will increasingly lead fresh initiatives. Among the factors expected to play an important role in the new millennium, are food safety and quality standards, which represent both a competitive requirement and a competitive advantage. Internationally, the momentum clearly seems to be in the direction of food quality and safety adoption and the emergence of certification as a necessary condition to do global business. There is a growing awareness and interest in food standards adopted in the EU, USA and other parts of the world. In many Arab countries, the adoption of such standards has been a relatively slow process, despite considerable efforts in this direction by national governments. This study investigates the different aspects of food safety and quality standards and underlines the importance of quality improvement strategies for food companies in the Arab world that aspire to do international business. Food safety has become a major concern for consumers in the developed world and Europe in particular. This has been highlighted by the recent spate of food scares ranging from the BSE (mad cow) crisis to Chinese melamine contamination of baby formula. To ensure food safety throughout Europe, stringent food safety standards have been put in place ‘from farm to fork’. At the same time, poor African countries in the COMESA rely on their food exports to the European market to achieve their development goals yet have difficulty meeting the EU food safety standards. This book examines the impact of EU food safety standards on food imports from COMESA countries. It also critically examines both EU and COMESA food safety standards in light of the WTO SPS Agreement and the jurisprudence of the WTO panels and Appellate Body. The book makes ground-breaking proposals on how the standards divide between the EU and the COMESA can be bridged and discusses the impact of EU food safety standards on food imports from poor African countries.
