Liberalization And Entrepreneurship written by Branko Milanović and has been published by M.E. Sharpe this book supported file pdf, txt, epub, kindle and other format this book has been release on 1989 with Business & Economics categories.

This book starts from the premise that economic liberalization - reduced state interference in economic life - is the common element in the current trend towards privatization and deregulation in the West and economic reform and restructuring in the East. In popular parlance, "privatization" and "perestroika" are its watchwords, Margaret Thatcher and Mikhail Gorbachev its heralds. But the specific character of the liberalization will be determined by the social characteristics of different societies. In order to study the reform process in the two systems, it is necessary to dispose of a general conceptual framework capable of embracing both a (predominantly) market economy and a (predominantly) centrally planned economy. The key objective of this work is to provide such a unified framework, and on that basis to analyze the policy conflicts that dominated both systems in the 1980s and the prospects for further change in the years ahead.

The volume includes both conceptual foundations and practical suggestions for transformation from a command economy to a market economy from a managerial and organizational perspectives. Additionally, it includes examples of privatization in Eastern and Central Europe. It will appeal to students, policy makers, and managers of privatization in post-communist countries. This book presents an outstanding body of research on theoretical and practical aspects of the various applications of privatization in post-communist countries. A thorough analysis of strategy, structure, behavior, and process of transformation from a command to a market economy is discussed. The volume presents illustrative cases from Eastern Europe and provides a wide range of critical issues including planning, restructuring industrial organization, technology management, and human resource management based on personal experience of the authors or extensive studies on privatization in former socialist countries. It is an excellent source for further understanding the reasons for successes or failures of a variety of privatization applications.

This study explores how initial endowments at the start of transition have shaped reform outcomes and reform trajectories in 27 former communist countries in Europe and Central Asia. Countries of the former Russian Empire that had a large resources sector at the start of transition underperformed other countries in terms of the speed and the depth of economic reforms. The effect is particularly strong for privatization, enterprise restructuring and competition policy. Within country, Ottoman or Russian provinces that had a large natural resources sector in 1989 have a lower share of entrepreneurs and of small and medium sized enterprises today and also experience endemic corruption. Our results indicate that the propensity, or ability, of special interest groups to capture the reform process that would erode their rents were facilitated by the quality of institutions whose foundations go back centuries; and that the effects on the local economy are real.
