Electricity, natural gas, telecommunications, railways, and water supply, are often vertically and horizontally integrated state monopolies. This results in weak services, especially in developing and transition economies, and for poor people. Common problems include low productivity, high costs, bad quality, insufficient revenue, and investment shortfalls. Many countries over the past two decades have restructured, privatized and regulated their infrastructure. This report identifies the challenges involved in this massive policy redirection. It also assesses the outcomes of these changes, as well as their distributional consequences for poor households and other disadvantaged groups. It recommends directions for future reforms and research to improve infrastructure performance, identifying pricing policies that strike a balance between economic efficiency and social equity, suggesting rules governing access to bottleneck infrastructure facilities, and proposing ways to increase poor people's access to these crucial services.

Institutional Reform Regulation And Privatization written by Rolf W. Künneke and has been published by Edward Elgar Publishing this book supported file pdf, txt, epub, kindle and other format this book has been release on 2005-01-01 with Business & Economics categories.

This book provides evolutionary and institutional perspectives on the reform of infrastructure industries, tracing the development of this process in a number of sectors and countries. The contributors contend that infrastructure based industries such as telecommunications, public transport, water management and energy have been increasingly exposed to the dynamism of the market since becoming privatized, and have therefore been stimulated into short-term efficiency and long-term innovation. Drawing on institutional economic theory backed up with case studies such as the California energy crisis, the Dutch gas industry, oil and electricity companies in Spain and the privatization of Schipol airport in Amsterdam the book focuses on process, driving forces, and actors' roles to explain how new balances are established between competing institutions. The degree to which the processes of institutional change are predictable and the effects of deliberate strategic interventions of governments or private actors are explored. Specific technical and sector aspects and their influence on institutional change in various infrastructures are also discussed.

Privatization Of Public City Gas Utilities written by Shinichi Kusanagi and has been published by Springer Nature this book supported file pdf, txt, epub, kindle and other format this book has been release on 2020-12-01 with Business & Economics categories.

This book is a study on the Japanese city gas industry, which has been rapidly liberalized in recent years. Especially, it focuses on the background, reasons, methods, and effects of the privatization of publicly owned city gas utilities in Japan. In Japan, after the Great East Japan Earthquake, the liberalization of the electric power and gas business has progressed rapidly. There are a number of studies on the reform of Japan's electricity market, but there are few studies on city gas business. This book describes the state of Japan's public city gas utilities and the necessity of their privatization. And it explains the role of concession as a method of privatization. Then it verifies that the effects of past privatization cases are insufficient. The book also covers deregulation of public utilities in Europe, which triggered Japan's liberalization of its energy and other public utility sectors, and privatization of electricity and gas businesses in India, a developing country in Asia. Finally, this book explores future regulation and business of city gas industry. Pipeline network should be regulated to comply with future unbundling starting from 2022, and gas business altogether with electricity and water businesses need more digitization.

Performance Measurement And Regulation Of Network Utilities written by Tim Coelli and has been published by Edward Elgar Publishing this book supported file pdf, txt, epub, kindle and other format this book has been release on 2006 with Public utilities categories.

This book explores the important role that economic performance measurement is playing in the regulation of network utilities in many countries today. The contributors to the book - researchers from academia, regulatory agencies and consulting firms - address the use of efficiency measures in price regulation and in assessing the effects of past regulatory reforms. Industries examined include electricity supply, water supply, telecommunications and airlines, across a range of countries including the USA, UK, Norway, the Netherlands, Australia and New Zealand. Performance Measurement and Regulation of Network Utilities is unique in that, unlike many other books in this area, it is devoted to the use of performance measurement in these regulatory settings. It is a timely contribution to the literature, given that performance measurement is an integral part of the new incentive regulation methods which have been adopted by many regulatory agencies around the world. Academics specialising in regulation and performance measurement and students of regulatory economics courses, organization studies and public sector economics will all find this book of great interest. It will also appeal to regulators, regulatory consultants and regulatory sections of major utilities.
