En 2008 las Naciones Unidas definieron una nueva meta del Milenio como parte del Objetivo sobre la erradicación de la pobreza extrema y el hambre: "lograr el empleo pleno y productivo y el trabajo decente para todos, incluidos las mujeres y los jóvenes". Esta nueva meta evidencia la necesidad de que los países aumenten aún más sus esfuerzos por mejorar la estructura y funcionamiento de los mercados de trabajo, que en América Latina representa el principal mecanismo para la reducción de la pobreza y la redistribución de la riqueza, al tiempo que es un vehículo para fortalecer la cohesión social, algo que resulta crucial sobre todo para el ejercicio de la ciudadanía laboral y económica de las mujeres. Esto implica establecer sinergias fundamentalmente con el tercer Objetivo de Desarrollo del Milenio (promover la igualdad entre los sexos y la autonomía de la mujer), que tiene como indicador de seguimiento la proporción de mujeres con empleos remunerados en el sector no agrícola, lo que brinda información sobre el grado de apertura del mercado laboral a las mujeres, principalmente en los sectores de la industria y los servicios, y la calidad del trabajo al que acceden.
