By looking at the link between trade liberalization and pro-poor growth in Nepal, this book explores how a developing and transition economy can attain higher and pro-poor growth along with the ongoing trend of globalization. The author develops a social accounting database for Nepal and applies it to quantify computable general equilibrium (CGE) model to investigate the trade-offs between growth and distribution that are associated with opening up the economy and deregulating it. The research findings apply to other economies with similar macroeconomic structure to Nepal; those small economies with a dominant, traditional, and stagnant agriculture; fragile industrial base, weak and volatile external sector, and almost half of the population living below the poverty line. Within-country income inequality has risen since the early 1980s in most of the OECD, all transitional, and many developing countries. More recently, inequality has risen also in India and nations affected by the Asian crisis. Altogether, over the last twenty years, inequality worsened in 70per cent of the 73 countries analysed in this volume, with the Gini index rising by over five points in half of them. In several cases, the Gini index follows a U-shaped pattern, with the turn-around point located between the late 1970s and early 1990s. Where the shift towards liberalization andglobalization was concluded, the right arm of the U stabilized at the 'steady state level of inequality' typical of the new policy regime, as observed in the UK after 1990. Mainstream theory focusing on rises in wage differentials by skill caused by either North-South trade, migration, or technological change poorly explains the recent rise in income inequality. Likewise, while the traditional causes of income polarization-high land concentration, unequal access toeducation, the urban bias, the 'curse of natural resources'-still account for much of cross-country variation in income inequality, they cannot explain its recent rise. This volume suggests that the recent rise in income inequality was caused to a considerable extent by a policy-driven worsening in factorial income distribution, wage spread and spatial inequality. In this regard, the volume discusses the distributive impact of reforms in trade and financialliberalization, taxation, public expenditure, safety nets, and labour markets. The volume thus represents one of the first attempts to analyse systematically the relation between policy changes inspired by liberalization and globalization and income inequality. It suggests that capital accountliberalization appears to have had-on average-the strongest disequalizing effect, followed by domestic financial liberalization, labour market deregulation, and tax reform. Trade liberalization had unclear effects, while public expenditure reform often had positive effects.

The rural economy in Bangladesh has powerfully advanced economic growth and substantially reduced poverty, especially since 2000, but the remarkable transformation and unprecedented dynamism in rural Bangladesh remain an underexplored, underappreciated, and largely untold story. Dynamics of Rural Growth in Bangladesh: Sustaining Poverty Reduction tells that story and inquires what specific actions Bangladesh might take—given the residual poverty and persistent malnutrition—to accelerate and channel its rural dynamism to sustain the gains in eliminating poverty, achieving shared prosperity, and advancing national aspirations to achieve middle-income status. The central element of this study, undertaken with the Government of Bangladesh Planning Commission to address key questions elicited through extensive consultation, is an empirical analysis that illuminates the underlying dynamics of rural growth, particularly the role of agriculture and its relationship to the nonfarm economy. Using all sources of data available for the macro-, meso-, and microhousehold levels, the analysis provides new evidence on changes in the rural economy and the principal drivers of rural incomes. It also examines market performance for high-value agricultural products and agriculture†“nutrition linkages, based on new surveys and analysis. The resulting evidence, examined in light of the rich knowledge of rural development in Bangladesh, is used to delineate the implications for policy and the strategic priorities for sustaining future rural development, poverty reduction, food security, and nutrition. The effects of policy reforms, changes in technology, and investments in infrastructure and human capital described here, along with the persistent enterprise of rural Bangladeshi households, offer a compelling case study of how mutually reinforcing actions can trigger the highly-sought-after virtuous cycle of rural development. The findings clearly demonstrate the pro-poor nature of agricultural growth and its catalytic role in stimulating the rural nonfarm economy. They show that households have no linear or predictable pathway out of poverty; instead, they wisely employ a combination of farm and nonfarm income strategies to climb out of, and then stay out of, poverty. The results represent a strong contribution to the global thinking on rural transformation and on how agriculture in particular sustains the economic momentum that fosters poverty reduction and more widespread prosperity.

This book uses Alan Winters’ analytical framework to investigate the effects of trade liberalisation on economic growth and poverty in Vietnam. The country launched a programme of economic and trade reforms, known as Doi Moi, in the mid-1980s which placed the economy on a transitional path from central planning to a market economy. Since then Vietnam has attained a number of remarkable achievements in terms of economic growth and poverty reduction. Although some formidable problems (such as inequality and inflation) remain, it is apparent that trade liberalisation has been associated with a big reduction in poverty. The analysis in the book focuses on the microeconomic (household) level, and there is an emphasis on tracing the effects of trade liberalisation through the four separate channels identified by Winters.
