Coughlin provides the most comprehensive and integrated analysis of probabilistic voting models available, also developing further his important contributions. Probabilistic voting theory is the mathematical theory of candidate behavior in or in anticipation of elections in which candidates are unsure what voters' preferences will be on all or most issues, which is true of most governmental elections. The theory asks first whether optimal candidate strategies can be determined, given uncertainty about voter preferences, and if so, what exactly those strategies are, given various circumstances. It allows the theorist to predict what public policies will be supported and what laws passed by elected officials when in office and what positions will be taken by them when running in elections. One of the leading contributors to this rapidly developing literature, which is at the leading edge of public choice theory, Coughlin both reviews the existing literature and presents new results that unify and extend developments in the theory that have been scattered in the literature.

In June of 1990, a conference was held on Probablity Models and Statisti cal Analyses for Ranking Data, under the joint auspices of the American Mathematical Society, the Institute for Mathematical Statistics, and the Society of Industrial and Applied Mathematicians. The conference took place at the University of Massachusetts, Amherst, and was attended by 36 participants, including statisticians, mathematicians, psychologists and sociologists from the United States, Canada, Israel, Italy, and The Nether lands. There were 18 presentations on a wide variety of topics involving ranking data. This volume is a collection of 14 of these presentations, as well as 5 miscellaneous papers that were contributed by conference participants. Empirical Studies in Comparative Politics presents a collection of papers analyzing the political systems of ten nations. It intends to provoke a conscious effort to compare, and investigate, the public choice of comparative politics. There have been many publications by public choice scholars, and many more by researchers who are at least sympathetic to the public choice perspective, yet little of this work has been integrated into the main stream of comparative political science literature. This work, however, presents an empirically oriented study of the politics, bureaucratic organization, and regulated economies of particular nations in the canon of the comparativist. It therefore provides a public choice view at the level of nations, not of systems. This compendium of work on comparative politics meets two criteria: In every case, a model of human behavior or institutional impact is specified; Also in every case, this model is confronted with data appropriate for evaluating whether this model is useful for understanding politics in one or more nations.

Shepsle If the inaugural date of modern economics is set at 1776 with the publication of Adam Smith's The Wealth of Nations, then the analytical tradition in the study of politics is not even a decade younger, commencing nine years later with the publication of the Marquis de Condorcet's Essai sur l'application de l'analyse iz la probabilite des decisions rendues iz la pluralite des voix. The parallel, however, stops there for, unlike Smith and other classical economists who laid an intel­ lectual foundation upon which a century of cumulative scientific research pro­ ceeded, analytical political science suffered fits and starts. Condorcet, himself, acknowledges the earlier work (predating the Essai by some fourteen years) of Borda and, from time to time during the nineteenth century, their contributions were rediscovered by Dodgson, Nanson, and other political philosophers and arithmeticians. But, by century's end, there was nothing in political science to compare to the grand edifice of general equilibrium theory in neoclassical eco­ nomics. Despite roots traversing two centuries, then, the analytical study of poli­ tics is a twentieth-century affair. The initial inspiration and insight of Condorcet was seized upon just after World War II by Duncan Black, who wrote several papers on the equilibrium properties of majority rule in specific contexts (Black, 1948a,b). He expanded upon these themes in his now deservedly famous monograph, The Theory of xi PREFACE xii Committees and Elections, and the lesser-known essay with R. A.
