Americans err in thinking that while their politics may be ailing, their Constitution is fine. Sick politics is a sure sign of constitutional failure. This is Sotirios Barber’s message in Constitutional Failure. Public attitudes fostered by a consumer culture, constitution worship, the lack of a trusted leadership community, and academic historicism and value skepticism—these, this book tells us in clear and bracing terms, are at the root of our political dysfunction. Barber characterizes the Constitution as a plan of government—a set of means to public purposes like national security and prosperity. He argues that if the government is failing, it’s fair to conclude that the plan is failing and that laws that are supposed to serve as means can’t in reason continue to bind when they no longer work. He argues further that constitutional success depends ultimately on a stratum of diverse and self-critical citizens, who see each other as moral equals and parts of one national community. These citizens, with the politicians among them, would be good-faith contestants regarding the meaning of the common good and the most effective means to secure it. In this way—showing how the success of a constitutional democracy is more a matter of political attitudes than of institutional performance—Barber’s book upends the conventional understanding of constitutional failure. In Barber’s analysis, the apparent stability of formal constitutional institutions—usually interpreted as evidence of constitutional health—may actually indicate the defining element of constitutional failure: a mentally inert citizenry no longer capable of constitutional reflection and reform. At once concise and thorough in its analysis of the concept of constitutional failure and its accounts of a “healthy politics,” the corrosive impact of Madisonian checks and balances (as a substitute for trustworthy leadership), and the outlook for meaningful reform, this book offers a carefully reasoned and provocative assessment of the viability of constitutional governance in the United States.

Just a generation ago the notion that holidays should be invested with ethical and political significance would have sounded odd. Today it is part of the lifestyle political landscape. Volunteer tourism is indicative of the growth of lifestyle strategies intended to exhibit care and responsibility towards others less fortunate, strategies aligned closely with developing one’s ethical identity and sense of global responsibility. It sits alongside telethons, pay-per-click, Fair Trade and ethical consumption generally as a way to “make a difference”. Volunteer tourism involves a personal mission to address the political question of development. It draws upon the private virtues of care and responsibility and disavows political narratives beyond this. Critics argue that this leaves the volunteers as unwitting carriers of damaging neoliberal or postcolonial assumptions, whilst advocates see it as offering creative and practical ways to build a new ethical politics. By contrast, this volume analyses volunteer tourism as indicative of a retreat from public politics into the realm of private experience, and as an expression of diminished political and moral agency. The post-communist development of media systems has been uneven in the countries of the region. Television and newspapers, together with the emergence of social media, have had great influence on the political debate in various countries. Ownership of the media has been a factor in many instances. The integration of traditionally isolated Central/Eastern Europe into larger, worldwide trends has fundamentally changed the way we look at the media in this region. This volume proposes to address the transition of the media and communication industries in the contemporary period. The contributions discuss, among other things, the obstacles that still remain for the media to play an effective watchdog role in the new democracies, and whether the advent of the Internet and social media has helped or hindered the transformation to a powerful, independent media. The discussion further examines whether advertising agencies have targeted post-communist citizens differently than those in Western European countries and if the media markets in the post-communist region are fundamentally different than in Western Europe and North America. A second focus of the volume is the media coverage of social issues like domestic violence, which is intended to draw attention to these issues and influence policy in a more aware and open society. This establishes the trend of post-communist media following the example of western media practice. The implications of the Central European media transformation for the newly transforming media markets in the post-Soviet space suggest a new phase in the development of the medium. The impact of global influences on regional expression is an important aspect of the political and social changes that are underway. This volume makes an important interdisciplinary contribution in examining the development of the media.
