This is an open access book. It is with great pleasure and excitement that we gather here today for the annual international academic conference organized by the Mongolian National University of Education. For the past seventeen years, this conference has served as a platform for scholars and researchers to explore and discuss critical issues in higher education. Each year, we witness its growth in scope, quality, and participation, reaffirming its significance as a forum for intellectual exchange and collaboration. This conference since the last year was registered in the Atlantis Press of Springer Nature, providing open access to all the research papers presented and discussed during our time together. This development not only highlights the significance of our scholarly contributions but also amplifies the impact of our collective knowledge on a global scale. It is indeed an honor to host esteemed researchers from six countries, this international collaboration reflects the importance of cross-cultural dialogue and the shared commitment to advancing education quality. We are grateful to the participating organizations, such as the Ministry of Education and Science, Mongolian National Council of Education Accreditation, and many others, for their valuable contributions and support. Especially, thanks to the gold-level sponsor KHAN bank. Throughout this conference, a total of 29 papers will be discussed in plenary and three parallel sessions focusing on "New generation learner – learning”, “New generation teacher – teaching” and “Future education policy and planning”. Additionally, there will be some enlightening poster presentations, further enriching our understanding of the subject matter. The increase in research volume on higher education quality and its relevant disciplines is a testament to our collective dedication and determination to improve educational systems worldwide.It is our hope that this conference will serve as a catalyst for policy development, knowledge dissemination, and research advancement, fostering an environment of collaboration and innovation among scholars and practitioners. This is an open access book. The Mongolian National University of Education has successfully organized the "Quality Assurance in higher education" International Conference for 16 consecutive years since 2016. The scope of this conference grows year to year, increasing in quality and participants. Furthermore, in 2018, the conference website was launched (www.qahe.msue.edu.mn) and started partnering with sponsor organizations. A total of 33 papers will be discussed at the plenary and three sessions of this conference named "Education Quality Policy and Implementation," "Innovation of Teaching and Learning Technology and Contemporary Trends," and "Teaching and Learning Technology Implementations and Outcomes." There are five poster presentations. The research volume on high education quality and its relevant disciplines has increased. We hope that the conference will contribute experiences and knowledge about policymaking and research worldwide.

In Hadamard Matrices and Their Applications, K. J. Horadam provides the first unified account of cocyclic Hadamard matrices and their applications in signal and data processing. This original work is based on the development of an algebraic link between Hadamard matrices and the cohomology of finite groups that was discovered fifteen years ago. The book translates physical applications into terms a pure mathematician will appreciate, and theoretical structures into ones an applied mathematician, computer scientist, or communications engineer can adapt and use. The first half of the book explains the state of our knowledge of Hadamard matrices and two important generalizations: matrices with group entries and multidimensional Hadamard arrays. It focuses on their applications in engineering and computer science, as signal transforms, spreading sequences, error-correcting codes, and cryptographic primitives. The book's second half presents the new results in cocyclic Hadamard matrices and their applications. Full expression of this theory has been realized only recently, in the Five-fold Constellation. This identifies cocyclic generalized Hadamard matrices with particular "stars" in four other areas of mathematics and engineering: group cohomology, incidence structures, combinatorics, and signal correlation. Pointing the way to possible new developments in a field ripe for further research, this book formulates and discusses ninety open questions.
